- The U.S. Coast Guard Headquarters intends to award a sole source procurement to: STR, LLC 3975 Fair Ridge Drive, Suite 425 N Fairfax, VA 22033 to provide Enhanced Tradespace Tool support services to include modifications, training, documentation, and analysis. STR, LLC possesses the knowledge base necessary to provide Enhanced Tradespace Tool support services. 5.1 ETT Modification. These activities include: 5.1.1 Update mapping tools that accept Coast Guard budget, manpower and force structure data sources and generate ETT-ready input 5.1.2 Improve automated force and cost projection methods based on business rules derived from consultations with Subject Matter Experts (SMEs) 5.1.3 Model relationship between changes in force structure/direct cost and infrastructure/indirect costs and implement with credible data 5.1.4 Improve ease of access to ETT output data and graphics to be used in various off-line analyses 5.2 ETT Training and Documentation. Work under this task will involve training Coast Guard personnel on the use of the ETT from basic user-level training through in-depth ‘Adminstrator-level' training for members designated by DCMS-8. These activities include: 5.2.1 Train Coast Guard personnel on using any/all new ETT capabilities 5.2.2 Document continued ETT processes 5.2.3 Document the installation, use and support of ETT 5.3 ETT-Based Analysis including presentation and communication of the analysis. Work under this task will involve using ETT and data to conduct a variety of analyses. Use ETT to analyze: 5.3.1 Short, and long term costs and cost/performance tradeoffs for alternative force structures 5.3.2 Impact of potential Coast Guard budget changes on various acquisition, divestiture and modernization alternatives 5.3.3 Effects of the age of the Coast Guard assets of various acquisition, divestiture and modernization alternatives 5.3.4 Current Coast Guard infrastructure capabilities and future infrastructure requirements as they relate to various acquisition, divestiture and modernization alternatives 5.3.5 Cost and capabilities impact of acquiring various assets for the Coast Guard 5.3.6 Impact of various acquisition, divestiture and modernization alternatives on the active and reserve force mix 5.3.7 Proposed budgets as they relate to the procurement and operational costs of various Coast Guard systems 5.3.8 Feasibility analysis of various force structure alternatives 5.3.9 Results of ETT-based analysis with the results produced by alternate Coast Guard agencies to identify areas of discrepancy with the intention of modifying ETT and/or providing useful input to Coast Guard analysis agencies 5.4 Use ETT analytic results for presentation of: 5.4.1 White papers, Power Point presentations, cost breakdowns and briefings of the various ETT-based analyses for inclusion in Coast Guard leadership presentations 5.4.2 Formal and informal briefings to Coast Guard leadership and staff on the results of various ETT-based analyses 5.5 Coordination of ETT-related activities, including: 5.5.1 Coordination processes and review meetings involving Coast Guard SMEs to validate the ETT data and, when necessary, provide "fact of life" corrections. 5.5.2 Collaboration with Offices throughout CG HQ's Major Commands on strategic planning activities that include ETT-based force analysis. STR, LLC has provided similar services and modifications specific to the Enhanced Tradespace Tool. They are the only known vendor with the specialized experience working with the Enhanced Tradespace Tool in this capacity. Pursuant to the authority of 41 U.S.C. 253(c)(1), FAR 13.106-1(b)(1)(i), and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to award a firm fixed price contract on or about August 25, 2016. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00 p.m. Eastern Time, August 19, 2016. Information received will be considered solely for determining whether to conduct a competitive procurement.
