- VOA Radio Programmers General Information Document Type:Combined Synopsis/Solicitation Solicitation Number:BBG50-Q-16-0078 Posted Date:August 5, 2016 Original Response Date:August 10, 2016 Product or Service Code:R499 Set Aside:Small Business NAICS Code:711510 Contracting Officer Address: Broadcasting Board of Governors (BBG) Attn: Alisa Martine, Contracting Officer 330 Independence Avenue, SW Suite 4360 Washington, DC 20237 Description (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. (ii) Solicitation No.BBG50-Q-16-0078 is issued as a request for quote (RFQ). (iii) The Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-089 effective July 14, 2016. (iv) This acquisition is restricted. The associated North American Industrial Classification System (NAICS) code for this procurement is 711510, with a small business size standard of $7.5 million. (v) The Broadcasting Board of Governors is seeking two (2) Radio Programmers to provide the services on behalf of Voice of America's (VOA) Language Programming Office described in (vi) and (vii) below. (vi) The Voice of America's (VOA) Language Programming Office seeks two (2) highly motivated, independent, and experienced radio broadcasting professionals to serve as a radio music programmer and production specialist in its FM programming office. (a)One (1) contractor must be fluent in English and French. Knowledge of African indigenous languages (like Swahili, Lingala, and/or Wolof) is also highly preferred. (b)One (1) contractor must be fluent in English. (b) The contractor(s) must have at least three (3) years of current experience as a radio music programmer, radio show host or announcer. Experience working with computerized music scheduling software, specifically Powergold and/or RCS is also required. Knowledge of Dalet Plus Radio Suite is highly preferred. Person hired will be responsible for scheduling and editing music logs in Powergold and Dalet for tightly formatted, high quality FM stations. (c) The contractor(s) shall also have experience programming radio music formats, including using research to support song selection, music balance, library size and rotation rules. The contractor(s) shall be able to read and interpret music research and recommend appropriate adjustments to the databases based on that information. (d) The contractor(s) shall also have significant production experience and be able to conceptualize and produce creative, high quality, high energy interstitial programming elements strongly targeted to overseas markets, especially in Africa. Experience must include producing station imaging packages, liners, IDs, promotional elements and feature material. (e) The contractor(s) shall be responsible for assisting with the programming and production needs of multiple stations, including coordinating efforts and timelines with various departments within and outside of VOA. (vii) The anticipated award date under this Solicitation is September 1, 2016. Duration of this proposed award shall be twelve (12) months ending August 31, 2017. The Place of Performance for the services will be performed at 330 Independence Ave, SW Washington, DC 20237. (viii) The provision at FAR Subpart 52.212-1 (Instructions to Offerors - Commercial Items) applies to this acquisition. (ix) The provision at FAR Subpart 52.212-2 (Evaluation of Commercial Items) is hereby incorporated by reference into this combined synopsis/solicitation and the following evaluation procedures will be used for this acquisition. FAR provisions and clauses may be obtained from the Internet Web address at: https://www.acquisition.gov/. This requirement will be evaluated on best value as follows: BASIS FOR AWARD The BBG intends to award a single Blank Purchase Agreement resulting from this RFQ to the responsible offeror whose offer conforming to the RFQ will provide the best value to the Government, based on technical, past performance, and price. When combined, technical evaluation factors are significantly more important than cost/price. All deliverables outlined in the attached Statement of Work shall not be subcontracted to other individuals or entities. The Government reserves the right to make a selection based upon the initial proposals submissions and make award without discussions -the offeror should submit its best terms in the initial proposal. For the purpose of award, the government shall evaluate offers based on the evaluation factors described below: (i)Technical Proposal •Experience - three (3) years of current experience as a radio music programmer, radio show host or announcer - Resume/CV. •Production Samples - three (3) production samples that showcase ability to meet the technical qualifications (i.e. imaging packages; liners and radio editing, etc.) (ii)Price/Hour •The estimated number of hours per year is 2,080 •Base Period: September 1, 2016 - August 31, 2017 (iii)Past Performance •References - from (three) sources (please include contact name; address; phone number; email and a brief description of the type of services provided). All offerors must currently possess the legal credentials to reside and work in the United States.
