STATEMENT OF WORK (SOW) SPECIFICATIONS DALLAS MEDICAL / GENERAL JOURNAL ORDER 2017 1. Introduction and Overview The VA North Texas Health Care System staff physicians, nurses, physician assistants, pharmacists, dentists and other health care professionals require access to scholarly, review and research journals for diagnoses, treatment and treatment of veterans and for continuing education in order to maintain their licenses. Any good employer must offer their employees the opportunity to achieve at least some, if not all, of the requirements at no cost to the employee. Library staff also must have access to print and electronic journals in order to participate in the exchange of articles between VA, medical and academic libraries through interlibrary loan. A specific lot of magazines are also ordered for inpatient veteran education and entertainment. The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. 2.Specific Requirements The VA North Texas Health Care System requires print and online access to a variety of medical journals for obtaining scholarly, review and research articles that are obtainable via PDF documents or from print copies, if online access is not available. This information is used by the medical center staff in the care, diagnosis and treatment of veterans and for continuing education requirements. The vendor shall provide print or electronic access to the requested lot of journals as and in the format available. This includes: "One lot of 81 medical journal titles - 1 year subscription oOnline access to journals that are offered in this format oPrint copies delivered through US Mail where online is not accessible "Pharmacists Letter online access - 1 year subscription "AACR journals suite - 1 year subscription "One lot of 20 general magazines - 1 year subscription 2.1Tasks For the above list, the contractor shall provide the following: a.Online or print access to VA North Texas Health Care System b.Customer service shall be available to troubleshoot website/connectivity issues via phone, e-mail, etc. c.Customer requires all electronic journals to be IP authenticated. 2.2Deliverables: Online or via US Mail 3.Period of Performance Contract will be for 12 months (1 year) Oct 1, 2016 to Sept 30, 2017. 4.Payment Prepay. 5.Security & Privacy Control: The Certification & Accreditation (C&A) requirements of VHA Handbook 6500.6 do not apply to this requirement; therefore, a Security Accreditation Package is not required. No C&A or MOU/ISA is required. Sensitive information exposure as part of this contract involves applicable security controls within the facility as part of the VA Information Security. If there are any questions related to the information security, please have a member of your staff contact the Office of Cyber Security at (304) 262-7733. 6.HIPPA Compliance: Contractor must adhere to the provisions of Public Law 104-191, Health Insurance Portability and Accountability Act (HIPPA) of 1996 and the National Standards to Protect the privacy and Security of Protected Health Information (PHI.) As required by HIPPA, the Department of Health and Human Services (HHS) has promulgated rules governing the security and use and disclosure of protected health information by covered entities, including the Department of Veterans Affairs (VA.) In accordance with HIPPA, the Contractor may be required to enter into a Business Associate Agreement (BAA) with VA. 7.Items Offered All items offered must comply with FAR 52.211-6 Brand Name or Equal and must have the alike salient characteristics of the items stated above, to include technical documentation to support products being offered as equal items. If offering an equal product, offered must complete the following: Manufacture Name___________, Brand__________, Make or Model Number__________. If offering an equal product, offer must include product literature, product samples (if requested), technical features, and any training or installation that will be required. The provision at 52.212-1, Instructions to Offeror-Commercial Items, applies to this solicitation. Award will be made to the offeror representing the best value to the Government. All quotes will be evaluated based on Service Disabled Veteran Owned Small Business / Veteran Owned Small Business Status, and ability to meet the above salient characteristics, past performance and price.
