- Sole Source Justification FEDBIZOPPS NOTICE OF INTENT FOR SOLE SOURCE: The National Institute of Standards and Technology (NIST) Acquisition Management Division received a Sole Source justification for the purchase of maintenance and repair service for programmable network analyzers, model N5245A to Keysight Technologies, Inc., P.O. Box 406, Englewood, CO 80155-4026. This procurement is for the acquisition of a sole source commercial services using simplified procedures in accordance with FAR Part 13. The North American Industrial Classification System (NAICS) number is 811219 - Laboratory instrument repair and maintenance services and the business size standard is $20.5 million. a. Only one responsible source and no other item will satisfy the NIST requirement. b. Keysight Technologies is the only approved source for this service maintenance. There is no other vendor that can supply the maintenance and repair service on Keysight manufactured products. c. This request is issued for the NIST High Speed Measurements group. Keysight is the only known source that meets NIST requirements. d. This request is for a multi-year period of performance: • The Base year is 1 Sep 2016 thru 31 Aug 2017. • Option Period 1 Sep 2017 thru 31 Aug 2018. • Option Period 2 Sep 2018 thru 31 Aug 2019. • Option Period 3 Sep 2019 thru 31 Aug 2020. • Option Period 4 Sep 2020 thru 31 Aug 2021. This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required Keysight Technologies maintenance and repair services for model N5245A may provide evidence for consideration. Evidence must support the offeror's claim they can provide this brand name or equal. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Responses must be received NLT 11:59 am Mountain Standard Time (MST) on 16 August 2016. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. Responses are required to be sent email to susan.mckean@nist.gov. The Government does not intend to pay for any information provided under this announcement. Contractors must have a current registration with the System for Award Management (SAM) http://www.sam.gov The Government intends to award a Firm Fixed Price contract processed IAW FAR 12 and 13. The closing date of this synopsis is 11:59 am Mountain Standard Time (MST) on 16 August 2016, Mountain Standard Time (MST).
