- This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice is not a request for competitive proposals. The Department of Veterans Affairs, The VA Heart of Texas Health Care Network (VISN17) is seeking market data for qualified and verified (on Vetbiz.gov) Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB) capable of providing online web access to a cross-searchable, evidence based medication, toxicology, and patient education database, per required by 38 U.S.C. § § 8127 - 8128 and implemented under VA Acquisition Regulation (VAAR) subpart 819.70. The online platform must allow quick searches across all resources simultaneously in one search statement. Access is 24/7 for VISN 17 staff and reduces the need for multiple individual copies of resources. This system should provide tools to improve patient outcomes, reduce medication errors, and enhance disease management. The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. The Government contemplates a single award Requirements contract with a 1-year base period with four (4) one (1) year options. This Sources Sought is for planning purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the VA in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. Interested parties may identify their interest and capability to respond to the requirement in writing via email. Information must be received before 3:00PM EST on August 09, 2016.. Questions are to be directed in writing to Mrs. Grace Barr, Contracting Specialist at grace.barr@va.gov. STATEMENT OF WORK (SOW) SPECIFICATIONS 1. Introduction and Overview The VA Heart of Texas Health Care Network (VISN17) requires online web access to a cross-searchable, evidence based medication, toxicology, and patient education database. The online platform must allow quick searches across all resources simultaneously in one search statement. Access is 24/7 for VISN 17 staff and reduces the need for multiple individual copies of resources. This system should provide tools to improve patient outcomes, reduce medication errors, and enhance disease management. The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. 2.Specific Requirements The VA Heart of Texas Health Care Network (VISN17) requires online web access to a product that shall provide, via one interface and one search platform, access to comprehensive databases. Databases shall provide drug information, dosing and therapeutic tools, and drug identification relevant to VISN 17 staff to assist them in providing safe and effective care to Veterans. This includes: "Comprehensive medication monographs including but not limited to oInformation regarding FDA and non-FDA indications oSummaries of clinically relevant primary literature within the resource (more than just a reference to the source) oSide-by-side comparative drug evaluations and comparative efficacy evaluations oAdverse drug reactions oReferences to abstracts, tertiary electr9nic sources, and/or full text articles "Pharmaceutical product identification "IV compatibility tools "Toxicology/poison control management "Patient education materials "Drug interactions tools "Medication dosage and laboratory calculators "Material Safety Data Sheets "Teratogenic Medications Database "Ability to search across all databases contained within the resource with one search term. "All of the salient characteristics listed in paragraph 3 below. 2.1Deliverables For the above list, the contractor shall provide the following: a.License Right for 24/7 desktop web access for VISN 17 in VISN 17 office, VA North Texas HCS, Central Texas HCS, South Texas Veterans HCS, Texas Valley Coastal Bend HCS, El Paso VAHCS, Amarillo VAHCS, West Texas HCS and all of their subsidiary Medical Centers and clinics. b.Customer service shall be available to troubleshoot website/connectivity issues via phone, e-mail, etc. c.Customer requires a single access interface to search across multiple resources. This type of simultaneous searching reduces the need for multiple searches and saves the agency researchers time and the cost of purchasing multiple print subscriptions through various contractors. d.Static URL. Password information (if necessary,) product training, technical support numbers, account number, promotional material, monthly usage statistics. e. The contractor shall have the ability to provide usage statistics on a quarterly basis. The format of the usage statistics is provided either via email or contractor provided login and should include session count, search count and total document retrievals per title. f.Contractor shall provide online tutorials. Contractor shall also provide on-site training, briefings and updates to VISN 17. g.If a plug-in, additional software, or recommended software is required for optimal use, please include specific requirements. Contractor will address any questions or problems encountered when using this product with supported software or hardware. 2.2Access, content, support: "The product is compatible with most standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies. "The product is compatible with the Windows environment. "All site content and support of the web site is the responsibility of the contractor. This includes tech support to VISN 17 users region-wide. "System downtime is minimal and VA project manager is notified when such occurs. "Single point of contact for customer service issues is assigned to VA. "Questions are responded to on the same business day. "Usage statistics are available to the system administrator on an enterprise level. "The product should be accessible via a variety of Personal Digital Assistant (PDA) platforms including the Blackberry, iPhone, or an Android. "The contractor should offer training services. On an as-requested basis, training session (web-based or live) will be set up to train VISN17 library on use of the product. Specialized training sessions may be requested for VISN17 library staff. "Availability of usage statistics at an IP level is highly desirable. 3.Salient Characteristics: Product quoted must meet these salient characteristics. The VA Heart of Texas Health Care Network (VISN17) requires online access to a product that shall provide, via one interface and one search platform, access to comprehensive databases. Databases shall provide drug information, dosing and therapeutic tools, and drug information, dosing and therapeutic tools, and drug identification relevant to VISN 17 staff to assist them in providing safe and effective care to Veterans. This includes: oComprehensive medication monographs which include information regarding FDA and non-FDA indications oSummaries of clinically relevant primary literature within the resource (more than just a reference to a source) oProvide primary literature references and summary data in the resource for comparative efficacy and off-label indications oContain references to abstracts, tertiary electronic sources and full text articles oBe web based with internet/intranet capabilities. oProvide a uniform search tool and user interface throughout the product. oUpdated on a daily basis by a review board of allied health professionals. oProvides content on acute care, alternative medicine, drug information, toxicology, teratogenic medications, patient education, and occupational health and safety including material safety data sheets. oAbility to "brand" both web and printed materials with practice site logos and contact information. oProvide drug assessments to the user based on manufacturer monographs and peer reviews of primary literature. oProvide references to primary literature to support recommendations and/or indications for therapy. oProvides side-by-side comparative drug evaluations with primary literature summaries to allow time effective comparison of more than one agent with one search. Includes concise reviews of trials or case reports including key characteristics of study design such (number of patients, p-values, population included). oProvide users with a multitude of web-based calculators designed to meet the needs of all healthcare providers. oComprehensive information available about drug use in special populations including renal impairment, hepatic impairment, geriatrics, dialysis, obesity and other relevant disease states that will vary by drug. oProvide consumer appropriate printable health information on medications, procedures, and disease states. This health information should be available in at least English and Spanish languages. oProvide a drug interaction tool that is capable of entering multiple drugs and allergies for a given patient with output of entry that includes drug-drug, drug-allergy, drug-ethanol, drug-lab, drug-food, drug-tobacco, drug-pregnancy and drug-lactation interactions. oDrug Interaction tool will provide severity of interaction oAdverse drug reactions will include percentages of patients affected by the interaction where available and include case reports. oProvide a tool for medication identification based on any information available to the provider (i.e. color, imprint, formulation, etc.) oProvide administration with tracking tools to include stats on particular components used by the organization. oAccessible by an iPhone, blackberry, iPad or android device for point of care decisions. oProvide an IV compatibility database that is comprehensive, searchable, and which may be drilled to obtain more information or references. oAbility to compare several pharmaceutical products side by side in table format. oProvide pharmacy compounding stability information oPoison control information including antidote and supportive care recommendations 4.Period of Performance Contract will be for 12 months (1 year) with four renewal options. The Base year starting from Oct 1, 2016 to Sept 30, 2017 and thereafter the subsequent option years pending on funding availability. 5.Payment This will be a Firm-Fix Price Contract. Payment will be made after satisfactory completion of concrete deliverables/service (i.e., access is available system-wide via a static URL - IP access.)
