Description
IOT&A Warehousing, Installation, and Testing - New Orleans VA701-16-N-0158 This request for information (RFI) is issued solely to determine the capability of eligible Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSBs) to provide the services identified in the attached Performance Work Statement (PWS). To be eligible for a set aside under VA's Veterans First Contracting Program, SDVOSBs and VOSBs must 1) be verified by the Department of Veterans Affairs (VA) as SDVOSB/VOSB, and 2) meet the small business size standard for NAICS 541614. Additional information on the Veterans First Contracting Program including verification instructions can be found at (http://www.va.gov/OSDBU/index.asp). A company that is not a small business under NAICS 541614 or not certified as an SDVOSB or VSOB by the VA Office of Small and Disadvantaged Business Utilization (OSDBU) in the Vendor Information Pages (VIP) database should not respond to this notice. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Quotation, or a Request for Proposal. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Response to this RFI will be treated only as information for the Government to consider. The information provided may be used by the Government in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI and parties responding will not be entitled to payment for direct or indirect costs incurred in responding to this RFI. The North American Industry Classification System (NAICS) for this requirement is 541614 - Process, physical distribution, and logistics consulting services - with a size standard of $15 million. Generic capability statements will not be accepted or reviewed. Your response must address capabilities specific to the services required in the attached PWS and must include the following: a.Provide a summary of your technical capability to meet the PWS requirements. b.Corporate experience or expertise in performing these services for projects of a similar size and scope. Include specific examples and references. Specific examples or references provided must include the agency, point of contact, general scope of work, dollar value, and contract number. c.The intent and ability to meet set-aside requirements for performance of this effort must include information as to available personnel and financial resources; full names of proposed team members and the PWS requirements planned to be subcontracted to them; and indicate whether at least 50% of the cost of labor is planned to be expended for prime employees or employees of other eligible SDVOSB/VOSB firms, which must include the prime planned percentage and if under 50%, the names of the potential team members that may be used to fulfill the 50% SDVOSB/VOSB requirement. d.Please identify in your response any of your firm's existing contract vehicles (e.g. GSA federal supply schedules) the work in the attached PWS may be awarded against, if any.
