- Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to issue a definitive, commercial contract on a sole source basis to Shine Micro, Inc., Port Ludlow, WA for the production and delivery of RADARPLUS TM Dual AIS Receivers SA161-MH-01-02-E-M in support of the MQ-8 Fire Scout Unmanned Aircraft System (UAS) program. This action is intended to be in accordance with FAR Part 12. This action is intended to be awarded on a sole source basis in accordance with statutory authority permitting other than full and open competition under Title 10 U.S.C.2304(c)(1), as implemented by FAR Part 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The Shine Micro Systems receiver was competitively selected to support a Vertical Takeoff and Landing Tactical Unmanned Aerial Vehicle (VTUAV) Proof of Concept (POC). Based on the results of the POC, the sponsor desires to procure additional kits for fielding. The Shine Micro Systems RADARPLUS TM Dual AIS Receiver SA161-MH-01-02-E-M was selected for the VTUAV application based on a combination of size, weight, power required, reliability, ease of integration into the VTUAV system, and price. Shine Micro Systems is unwilling to sell the data rights to support competitions for additional sources. As a result, only Shine Micro Systems, Inc. has the technical data, unique engineering support experience and detailed knowledge to meet the Department of the Navy's requirements without causing unacceptable delays in the operational deployment schedule or unnecessarily increase program costs. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
