- US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) Contracting Office (ECO) intends to issue a six-month sole source extension, by exercising the option through clause 52.217-8, to Wyle Laboratories, Inc.(W91C9G-07-D-0001), American Systems Corporation (ASC)(W91C9G-07-D-0002), and Bevilacqua Research Corporation (BRC) (W91C9G-07-D-0003) and Scientific Research Corporation (SRC) (W91C9G-07-D-0004) under the authority 10 U.S.C. 2304(d)(1)(B) as implemented by FAR 6.302-1(a)(2)(iii)(B). Only one responsible source and no other supplies or services will satisfy agency requirements. The contractors shall continue to provide engineering services in the areas of Joint Tests (JTs), Joint Feasibility Studies (JFS), Quick Reaction Tests (QRTs) and Test and Evaluation (T&E) for the Joint Test and Evaluation (JT&E) Program Office (JPO) during the option period. This action is not associated with a competitive proposal. As a result of delays in the procurement process for the follow-on contract, the previous strategy of awarding a new contract by the end of the current period of performance on January 07, 2017 is no longer feasible. The extension is required in order for the Government to conduct adequate acquisition planning and competitively award the follow-on contract. This notice is neither a request for a competitive proposal nor a solicitation for offers. A determination by the Government to not compete this requirement is not based on responses to this notice but is solely within the discretion of the Government. This notice should not be construed as a commitment by the Government. Responses will be considered if received by 8 September 2016. The competitive action to follow will be awarded under full and open competition. There will be two notices regarding the competitive action; a special notice and the pre-solicitations notice, both numbered W91C9G-16-R-0001. Since the first of these notices was posted as a special notice on August 2, 2016, responses and inquiries regarding the upcoming competitive solicitation may be sent as a response to that notice. The JT&E Program and ECO intend to transition JT&E Engineering support services to a new multiple award task order contract expected to be awarded by July 07, 2017.
