- Veterans Health Affairs, Network Contracting Office 4, is issuing this request for information/sources sought notice in order to identify Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Business (VOSB) sources that have the resources and capabilities to provide advisory & assistance services for Veterans Integrated Service Network (VISN) 4. Description of Work- Contractor will provide an assessment of compliance with the Joint Commission (JC) Environment of Care (EC), Emergency Management (EM), and Life Safety (LS) standards and elements of performance at each of the VA Medical Centers (VAMCs) in VISN 4 to maintain and enhance their Joint Commission survey readiness. The contractor will provide three days of onsite assessment services at each VAMC. The contractor will review written policies and documentation, interview staff, and physically survey (as appropriate) each facility in the gathering of information and completion of the assessment. The contractor will provide a separate written report for each VAMC encompassing and assessing the EC, EM, and LS Standards for the applicable accredited programs (Ambulatory, Behavioral Health, Home Care, Hospital, and Nursing Care Center). Contractor will provide monthly conference calls/webinars (sessions), a minimum of 1 hour each, with accompanying educational or supportive materials. Technical Requirements- Contractor must provide its own resources (e.g., facilities, equipment, personnel, expertise and supervision) necessary to perform the services. Contractor personnel performing services pursuant to this contract shall possess the appropriate qualifications and credentials for conducting Joint Commission compliance assessments as follows: personnel must have a minimum of five years of experience within the last seven years conducting Joint Commission compliance assessments. Experience conducting assessments in the VA is preferred. Contractor personnel must possess extensive knowledge of healthcare engineering, and in understanding the intent of the Environment of Care (EC), Emergency Management (EM), and Life Safety (LS) chapters of the Joint Commission standards under the Ambulatory, Behavioral Health, Home Care, Hospital, Laboratory, and Nursing Care Center manuals. Contractor personnel shall not be employed by The Joint Commission in any fashion.
