Description
NOTICE OF CONTRACT ACTION AFTC/PZIE, 205 West D Avenue, Eglin AFB FL, 32542 intends to issue a new sole-source contract to BAE Systems, Ordnance Systems Inc. (OSI), Holston Army Ammunition Plant (HSAAP), Kingsport TN, for 4,000 pounds of Fluid Energy Milled (FEM) RDX explosive, Nominal 4 Micron. This Air Force Research Lab (AFRL/RW) requirement for FEM RDX, Nominal 4 Micron is in support of ongoing efforts in munitions development. The proposed contractor is the only manufacturer certified for production of RDX in accordance with MIL-DTL-398. As the sole licensee for military explosive ingredients, HSAAP has extensive experience in large-scare production of RDX material to satisfy the procurement specification. The Government anticipates award of a firm-fixed price contract type, on or about, the last quarter of FY16. This is NOT a request for competitive proposals, bids, or quotes and a Request for Proposal will not be issued. Interested firms are invited to submit a response in the form of a Statement of Capability (SOC) which, if received by the response date of this notice, shall be considered by the agency. Submission of any of the documents shall be at the contractor's expense. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The Air Force has no development funding for this procurement. It is the policy of the Government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The resulting evaluation of all organizations providing capabilities packages will be considered in determining the acquisition strategy, specifically in determining for which (if any) small-business concerns this acquisition will be set-aside in accordance with FAR 19.5. Firms responding to this announcement should include company name, cage code, point of contact, address, phone number, business size in relation to NAICS 325920, and indicate whether they are small business, 8(a) concern, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business. Note: If any portion of this requirement results in a small business set aside, that portion shall be performed in accordance with FAR 52.219-14, Limitations on Subcontracting, which requires a small business firm to perform at least 50% of the total requirement using employees within its own company. The proposed North American Industry Classification System (NAICS) code for this acquisition is 325920 - Explosives Manufacturing, with a small business standard size of 750 employees. An Ombudsman has been appointed to address the concerns of offerors or potential offerors. The Ombudsman does not diminish the authority of the Program Manager or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified below.
