Description
Justification for Other than Full and Open Competition- PR0009420 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a firm fixed price, one-time sole source contract with North Star Imaging, Inc., 19875 S Diamond Lake Road, Suite 10, Rogers, MN 55374-4651 for the purpose of procuring a 450kV X-Ray tube upgrade for its existing NSI 3D CT X-Ray System. The FBI Laboratory's existing High Resolution Walk-In 3D X-Ray System is in need of a new high power 450 kV X-Ray tube. The current system has an updated, fully functional 220 kV tube, and an outdated 350 kV tube that is over 10 years old, and cannot be controlled by the host system. The addition of a new, 450 kV X-Ray tube will not only add full control capabilities, but also provide much higher object penetration and better signal to noise ratios when needed. The upgrade to a 450KV tube is specifically needed for the analysis of heavier walled, metal items. The upgrade will make it possible to fully examine many types of items commonly received in high profile investigations. Technical Requirements: Upgrade of the 350 kV X-Ray tube to 450 kV on the existing NSI High Resolution Walk-In 3D X-Ray System, which includes: 1. CF450 X-ray System w/ 450HP tube a. NSI X-View 450 kV X-ray Set with New CT Tube head b. New metal ceramic tube head c. EN 12543 Spec.4mm and 1.0 mm dual focal spots. d. 0.4 mm (700 watts: 1.5 mA)/1.0 mm (1,500 watts: 3 mA) e. NSI MP-1 digital controller with enclosure. The MP-1 has 6 operating modes, which are Warm UP, Radiographic, Fluoroscopic, Auto Watt, and Remote Control via RS232. Up 600 stored techniques. f. Industrial CF -450 high stability generators. g. CF I/O box. h. 2 - 10 meter high-tension cable. i. NSI CF Oil to Air cooler with flow and temperature interlocks. j. All associated cables, cooling lines and documentation. k. NSI X-View Laser alignment system 2. Tube Mount Modification 3. X-ray Tube Shielding 4. X-ray Tube Shutter a. Four leaf, two axis tube shutter shielded for 450kV. Independent axis control. 5. Installation and Training a. Perform installation with manufacturer factory trained personnel b. Removal of old 350kV X-Ray tube c. On-site training Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined the FBI's requirement can only be provided by North Star Imaging Inc. (NSI). NSI is the sole-manufacturer of the FBI's existing NSI 3-D CT X-Ray system in need of the required upgrade, and is the only company that can integrate the X-Ray tube control into its proprietary hardware and software in order to maintain the warranty. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334517, Irradiation Apparatus Manufacturing; the size standard is 1,000 employees. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
