TEM Requirement Overview STIL TEM Feedback Form STIL TEM Registration Form STIL STIL SOW NOTICE OF TECHNICAL EXCHANGE MEETING Science and Technology Information Laboratory 1. Purpose The purpose of this Technical Exchange Meeting (TEM) is to provide industry with an opportunity to learn about an upcoming NMEC acquisition and suggest feedback on the draft documents. Contractors are encouraged to provide concrete recommendations that will assist the Government in improving performance standards, clarifying requirements and scope of task areas along with identifying potential gaps. Vendors are encouraged to provide feedback referencing the draft documents posted on FedBizOpps. At the Technical Exchange Meeting, the Government will explain the requirements and contracting staff will address milestones and instructions for the upcoming solicitation process. The TEM will not be classified. It his highly recommended that attendees at the TEM carefully read all of the documents posted on FedBizOpps before the TEM and bring copies with them for reference. 2. Voluntary, Optional and for Planning Attendance is voluntary and is not a prerequisite for submitting questions, comments or proposals. Attendance at the Technical Exchange Meeting is optional. There is no requirement for a security clearance for any attendee. This notice is issued solely for information and planning purposes and does not constitute a solicitation. Do not provide comments and questions that are marked proprietary. Do not submit generic, non-specific, non-tailored documents, such as your capability statement. Comments and questions to this notice are not offers and cannot be accepted by the Government to form a binding contract. Companies are solely responsible for all expenses associated with responding to this notice. Comments and questions to this notice will not be returned. 3. Requirement Summary for STIL The Science and Technology Integration Lab (STIL) supports the DoD in digital and media forensic technology. The STIL identifies, evaluates, and integrates technology solutions to support digital forensics tradecraft and audio/video/language content processing and analysis technology. The STIL performs identification, evaluation, development, integration, and transition of tools to end users, provides an array of technical and program support, and provides space and associated logistics support to the DoD. The STIL's primary function is to provide a flexible and dynamic environment as well as services for integrating, testing, and evaluating document and media forensics tools for the DoD and IC. 4. Acquisition Summary This requirement is anticipated to be a 100% small business set-aside. The period of performance is expected to be a base plus four option years. The anticipated award date may be in the second quarter of FY17. 5. Procurement Integrity Act All comments and questions must come through the NMEC Acquisitions office. Contacting anyone other than the technical office may create a violation of the Procurement Integrity Act. 6. Registration Instructions All individuals desiring to attend this TEM must register under a company. Each company is limited to two individuals. A possible subcontractor is to attend under their potential prime and not as a separate company. The two representatives must check in together. Please submit the TEM Registration Form via email only once. Email the Form by the deadline in the "Dates and Times". Use the subject line "STIL TEM REGISTRATION FOR <Company Name>" to Contracting_Officers@dodiis.mil. The Government will email confirmation within two business days of receipt of your emailed Form. If you have any changes to the TEM Registration Form, pen-and-ink the changes on the Form you submitted and bring that revised Form with you; do not resubmit a Form via email. Submit only one Form via email. If you miss the pre-registration deadline, then you may attend, but you must bring a completed TEM Registration Form with you. Emailed forms will not be accepted after the Deadline to Pre-Register. 7. You Must Check In All individuals must check in at the registration table in the lobby. Two individuals may attend per vendor; you must check in together. Please bring your TEM Registration Form with you. 8. Dates and Times Deadline to Pre-Register: Monday August 29, 2016, 1300 EST Date and Time of TEM: Wednesday August 31, 2016, 1300 EST Deadline for Feedback: Wednesday August 31, 2016, 1500 EST 9. TEM Location Ground Floor Auditorium 2070 Chain Bridge Road Vienna, VA 22182 10. How to Provide Feedback Phone calls will not be accepted. Use the TEM Feedback Form. You may suggest feedback during the Technical Exchange Meeting, but you will need to use the TEM Feedback Form. Email with the subject line "STIL Feedback". The Government will email confirmation within two business days of receipt of your emailed Feedback Form. 11. Questions to Consider • Beyond the information provided, what other information do you need the Government to provide in the final RFP, so that you can effectively bid this Contract? • Beyond the evaluation currently considered by the government, what other evaluation factors should the government consider in the determination of its final selection? • How realistic are proposed transitions and what are the major concerns the government needs to consider? • What recommendations do you have that will assist the government in preparing the RFP, clarifying requirements and scope of task areas along with identifying potential gaps? • What additional questions to you have concerning the attached documents? 12. Next Steps No questions, comments or answers will be posted with this Notice. Any Request for Proposal or Solicitation associated with this TEM is at the discretion of the Government. The Government will not respond to individual queries about but, as part of their acquisition strategy, may post further information on FedBizOpps. 13.
