- Awarded under FAR 6.302-1, Only One Responsible Source The FBI in conjuction with the ASPCA and state and local law enforcement executed multiple seizure warrants at various locations in Illinois on targets involved in illegal dog fighting. As a result of these warrants, FBI seized a total of 70 pit bull terriers from these various locations. Prior to the seizure the United States Attorney's Office for the Central District of Illinois entered into a Memorandum of Understanding with the ASPCA to coordinate the logistics of the multi-location seizure operation. The ASPCA has a Blood Sport Investigation Division established to process large animal fighting cases. The process ivolves but is not limited to being at the seizure site with the law enforcement agencies to assist with both the custodial functions (animal inventory, medical examinations, on-site medical treatments as needed and humane handling of the animals to transfer them onto transport vehicles) as well as evidence functions (collecting specimen samples, identifying/phptgraphing evidence of crimes at the scene-pens, rape stands, scratch/bite marks on property). After the seizure occurred, the ASPCA relocted the 70 dogs from the various locations to a single family facility in Dayton, OH and are currentlyu caring for all the dogs. FBI entered into a temporary contract with the ASPCA to honor the arrangements of the MOU with the USAO, C/IL and the ASPCA. FBI tranfered custody to the USMS, the designated custodial agency for the Department of Justice Asset Forfeiture Program once this contract was awarded.
