- Description
- This is a PRE-SOLICITATION SYNOPSIS; it is not a solicitation announcement ; therefore this synopsis neither solicits for proposals nor bids and no contract will be awarded based on this synopsis. The purpose of this synopsis is to alert the public (especially small businesses) that the U.S. Maritime Administration (MARAD), which is an agency within the U.S. Department of Transportation, intends to acquire services to replace the asphalt pavement throughout McNulty Campus Road and replacement of storm drainage piping and approximately 25 new catch basins. The location of work will be at the U.S. Merchant Marine Academy (McNulty Campus), located at 300 Steamboat Road, Kings Point, NY. The procurement will be a Total Small Business Set-Aside. The Invitation for Bid (IFB) and Statement of Work (SOW) will be issued on or around August 26, 2016; the bid opening date wil be specified in the IFB. In addition, MARAD will utilize a Firm-Fixed-Price contract for this acquisition. The period of performance will be 30 days from the date of Notice to Proceed The appropriate NAICS code for this requirement is 237310 with a small business size standard of $36.5 million. Task Areas include: 1.1. Survey work area and stake out utility lines. 1.2. Remove existing asphalt surface on roadway and parking lot as per above scope (approximately 20,500 square feet of asphalt). 1.3. Install approximately 1,700 feet of drainage pipe and approximately 25 catch basins. 1.4. Reset/Repair cobblestone edging, approximately 1,500 linear feet. 1.5. Grade and compact areas to be asphalted. New asphalt shall consist of a 4" Binder (Type 3) and a 2" Top Course (Type 6, 6F2 or 6F3). 1.6. Reinforce 27 linear feet of curb at the entrance to the Museum building. 1.7. Install and finish asphalt. The new asphalt will be approximately 20,500 square feet 1.8. Mark out and paint parking space stripes and curbs per ADA Standards for Accessible Design (28 CFR Part 36). 1.9. Remove all containers, surplus materials, equipment, and debris and leave the site in a clean and orderly condition acceptable to the COR.
