Description
The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a Design and Construction project for Family Housing Replacement Design-Build Construction, U.S. Army Soldier Systems Center, Natick, Massachusetts to determine interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned and Small Business concerns. The NAICS code for the work is 236220. Work under this contract is expected to begin during the spring of 2017 and extend over a 24 month period. The estimated construction cost is between $10,000,000 and $15,000,000. The project is planned to be issued on or about December 2016. The project will require a Design-Build (D-B) Contractor to design and construct nineteen (19) replacement single Family housing units. Project includes garages, storage, patios, backyard fencing, landscaping, individual unit utility meters, hard wired interconnected smoke detectors, carbon monoxide detection, automatic fire sprinkler systems, residential heating and air conditioning, and equipment and appliances for fully functional residences. Project includes neighborhood amenities, walkways, roads, storm drainage, street lighting, utilities, information systems, environmental measures required by law and associated supporting infrastructure. Project shall comply with the Army Standard for Family housing. Final design and construction shall be in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards. New housing will be designed for a 50 year life and comply with standards in Unified Facilities Criteria 4-711-01 and Army Sustainable Design and Development policy. The work will involve, but is not limited to, the following: • Demolish 25 existing dwelling units (9 buildings equaling approx. 36,300 sf total) • Layout units on site and design units for: o Senior Non-Commissioned Officers  Two 3-bedrooms  Seven 4-bedrooms, o Company Grade Officer  Two 3-bedrooms  Eight 4-bedrooms • One of these units will be accessible and easily modifiable to accommodate the requirements of persons with disabilities • Include neighborhood amenities and supporting infrastructure • Mitigate all asbestos containing material (ACM) and lead-containing materials encountered in the course of the work per applicable locate, state, and federal regulations • Optimize the layout of units to accommodate future housing construction on site • Schedule, attend, facilitate and document proceedings with actions for meetings with Stakeholders Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.), qualifications of the team and experience in performing the work requirements stated above and two specific examples of the firm's experience in leading and executing design and construction (design-build) residential construction projects of 20 or more units. The projects must have been performed within the last seven years and shall include: 1) project names and locations; 2) initial and final costs of each project; 3) firms used in the design-build partnership and percentage performed by each; 4) points of contact (name, address, telephone, job title, etc.) for the partner firms and customers; 5) dates of projects. Also, indicate the team subcontractor(s), including their prior experience and qualifications, which will be used to support the effort on the project requirements mentioned above. Proof of bonding capability is required. Responses are due August 30, 2016. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
