- Fire Shows West Justification In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract, and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Region IX, 1111 Broadway Suite 1200, Oakland, CA 94607, intends to award a sole-source contract to the Fire Shows West Conference and Expo c/o Nevada State Emergency Response Commission, for the first responder participation in the Fire Shows West Conference and Expo October 3-6, 2016. The estimated value is $10,000. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government, and information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government/FEMA will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting. The North American Industry Classification System Code (NAICS) is 922190. Questions or comments concerning this announcement may be submitted to FEMA Region IX by 3:00 PM Pacific Time, August 24, 2016 to: Ms. Andrea L.
