Description

SYNOPSIS OF CONTRACT ACTION FOR TACTICAL COMMUNICATIONS GROUP, LLC TO PROVIDE ENGINEERING SUPPORT FOR BATTLEFIELD OPERATIONS SUPPORT SYSTEM (BOSS) SOFTWARE. The AFTC/PZIEA, Edwards AFB, California, intends to solicit and award a sole source firm fixed price purchase order for purchase of BOSS engineering support to Tactical Communications Group, LLC, under the authority of 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b)(1)(i) and FAR 6.302-1(a)(2)(ii)(A). This authority is supported by an approved Single Source Justification for Other Than Full and Open Competition. It is the Government's intent to proceed with this sole-source action. Anticipated award date is 11 August 2016. This requirement is for: CLIN 0001: (1 EA) IMPLEMENT THE J12.7 TARGET BEARING MESSAGE. CLIN 0002: (1 EA) CONFIGURE APP Z DATABASE CLIN 0003: (1 EA) GENERATE TARGET SORTING CLIN 0004: (1 EA) SOURCE DIS-DERIVED SURVEILLANCE/TARGETS The North American Industry Classification System (NAICS) code for this acquisition is 511210. Small Business size standard is: $38.5M dollars. Interested parties may identify their interest and capability to respond to the requirement. This synopsis is published for informational purposes only. The proposed source Tactical Communications Group, LLC is the manufacturer of the BOSS Software System. Tactical Communications Group, LLC is the only known manufacturer of the BOSS Software and they have no authorized distributors for this product. This synopsis incorporates the provisions and clauses in effect through Federal Acquisition Circular 2005-89, DFARs Change Notice (DPN) 20160802 and AFFARS AFAC 2016-0603. This notice neither constitutes a Request for Proposal (RFP) nor an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the government. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather the Contracting Officer identified as Mr. Chuck McKinley.
