Description
The United States Army Security Management Directorate is looking for prospective contractors to provide Management, Logistics, Engineering (MLE) services and material supply services for the Theater Readiness Monitoring Facility (TRMF)/Certified Round Assemble Facility (CRAF) Support Center (SC) (contractor facility) and the fielded TRMF/CRAFs for Foreign Military Sales (FMS) customers. The contractor shall provide services (i.e., TRMF SC) that support the FMS TRMS/CRAF operations and requirements in the processing (test, repairs, and modifications) of FMS Homing All the Way Killer (HAWK) missiles at the fielded TRMFs/CRAFs and provide the support set out herein for the US Government (USG) owned Special Test Equipment (STE) at the TRMF Operations Center located at Letterkenny Army Depot (LEAD). The contractor shall coordinated and manage the TRMF SC team, establish budgets, track costs, and issue customer reports. Other duties include inspection and review of all assemblies and equipment issues to fielded TRMFs/CRAFs. Perform vendor qualifications, process adherence, and assure Project Engineering (PE) compliance. The contractor shall ensure all procedures in the TRMF/CRAF drawings and specifications are utilized. The contractor must have access to all drawings, technical manuals, and Original Equipment Manufacturer (OEM) proprietary drawings and documents. TRMF SC Engineering: The contractor shall maintain and update all vendor and OEM part drawing control configurations, update master drawings and issue to TRMF/CRAFs as required in accordance with (IAW) PE processes. These changes may be due to environment compliance, obsolescence, or other vendor issues. The contractor shall manage inventories of missile material (consumables and expendables) at the FMS TRMF SC and all fielded TRMFs/CRAFs worldwide to support processing of missiles at the TRMFs/CRAFs IAW existing min/max material ordering requirements. The tasks include repair and vendor quotes, issuing percase orders, tracking shipments to the TRMF SC, DD Form 1149 preparation, and coordination of shipments to the fielded TRMFs/CRAFs. The contractor shall manage inventories of TRMF test equipment, adaptors, fixtures, tools, commercial, Off-The-Shelf (COTS) and unique test equipment at the fielded TRMF/CRAFs. Issue modification kits on an as needed basis, coordinate shipments to and from vendors for repair services, purchase of new items, track shipments, and assure compliance IAW existing min/max material ordering requirements. The contractor shall control and coordinate technical field bulletins and integrate changes into manuals and procedures used to the fielded TRMF/CRAFs. Isse new manuals and track configuration compliance to assure manuals at TRMFs represent country missile configurations. Coordinate distribution, mange and track all massages and actions to and form the TRMF SC and fielded TRMFs via secure HAWK Project Office ASK (HPOASK) message system, used on the VAX Computer System. The contractor shall maintain Certified Round Data Management (CRDM) to track and control all customer missile configurations. Provide missule shelf life data to customers on the rocket motors, safety and arming device, warheads, batteries, and linear explosive actuators. Test data form all fielded TRMFs, categorize failures, and determine readiness (based on data) of each country's/customer's missile inventory. Retain 100% of all test data records for every HAWK missile, track locations, and issue readiness reports annually. Record all TRMF missile test repair change-outs and replacement actions. Update missile records to assure location and integrity of all serialize assemblies, subassemblies, and components (by lot codes). Controlled access storage areas shall be provided by the contractor for missile and TRMF/CRAF assemblies and spare parts. These storage areas are located in the contractor's facilities commonly known as the TRMF SC. The contractor shall utilize these areas with an approved inventory control system to maintain spare part stockage levels IAW the appropriate missile and TRMF/CRAF spare part drawings. Spare part stockage levels shall be revised based on projected TRMF/CRAF workloads and using historical failure and usage rates. Missile spare parts: The contractor shall maintain stockage levels of missile spare parts at the TRMF SC and at the TRMFs/CRAFs within the min/max stockage levels required IAW HAWK's missile spares drawing 556035 and the USG approved inventory control system. TRMF/CRAF equipment spare parts: The contractor shall maintain stockage levels of TRMF/CRAF equipment and assembly spare parts at the TRMF SC and at the TRMFs/CRAFs within the min/max stockage levels required IAW the TRMF/CRAF spares drawing 424567 and the USG approved inventory control system. TRMF/CRAF onsite Technical Assistance (TA) shall be qualified IAW TRMF/CRAF specifications to perform TRMF/CRAF functions. The onsite TA activities shall be coordinated with the senior TRMFs/CRAFs representatives at the local TRMF/CRAF. The onsite TRMF/CRAF TA performance shall consist of: a. Providing MLE services to support the Operation of the TRMF/CRAF and the missile processing through the TRMF/CRAF. b. Assuring operation and repair of HAWK missiles and TRMF/CRAF equipment. c. Coordinating with the local senior TRMF/CRAF personnel and the TRMF SC for the logistical support required for the TRMF/CRAF work activities. d. Identifying technical problems and making recommendations for resolving said problems. e. Documenting and submitting recommended changes to the TRMF/CRAF manuals. f. Ensuring that the TRMF test data is sent to the contractor's central database. The contractor mus set up and maintain the required missile databaseses to track all FMS country's missiles, missile assemblies, parts, systems upgrades, and CRDM. They must maintain and manage the communications system for each FMS member country. Experience is required to operate these systems and to provide a certified TA to operate the facilities and training personnel available to travel to any country's facility to provide support. The contractor must be very familiar with the HAWK Missile System and must be able to have access to all of the up to date drawings without USG assistance; as well as, the proprietary data that is at the OEM. The contractor must explain in detail how they can accomplish the above; as well as, having access to the OEM and subcontractor proprietary data and drawings. The USG cannot supply this information.
