Description

This is a Sources Sought only. The Department of Veterans Affairs (VA) is performing market research to assess the commercial marketplace for mobile phone app design and upgrade services at the Veterans Affairs (VA) Palo Alto, California. Responses to this notice will be used by the Government to make appropriate acquisition decisions. There is no solicitation document as this time. The NAICS is 541511 with Small Business size of $27.5 million. A DRAFT Performance Work Statement (PWS) is attached. Please read through the DRAFT PWS before responding to this notice. If your company provides these services, please provide the information requested below: I. staff capacity A. How many regular staff (employees or established subcontractors) do you have available to perform programming work with native iOS apps using only Objective-C and Xcode, without using hybrid frameworks such as Ionic or Cordova, immediately upon the start of the contract? Please describe their qualifications. B. How many regular staff (employees or established subcontractors) do you have available to perform programming work with native Android apps using only Java and Android Studio, without using hybrid frameworks such as Ionic or Cordova, immediately upon the start of the contract? Please describe their qualifications. C. In addition to your regular staff (employees or established subcontractors), would you need to seek out additional subcontractors to perform this contract work? If so, for what percentage of the work would you need to seek out subcontractors? D. For programming services, are you able to deliver perpetual, license-free ownership of all source code to the U.S. Department of Veterans Affairs? If not, please explain. II. coding experience A. What kind of experience do you have with modifying and updating the code of previously-built native iOS apps? Please provide examples of apps and the work you performed on them, including apps related to mental health or behavioral health or healthcare if you have worked on them, and for each give the dates you performed the work and the app's target iOS version. B. What kind of experience do you have with ensuring native iOS apps' compatibility with accessibility features such as VoiceOver? Please provide examples of apps and the work you performed on them, including apps related to mental health or behavioral health or healthcare if you have worked on them, and for each give the dates you performed the work and the app's target iOS version. C. What kind of experience do you have with modifying and updating the code of previously-built native Android apps? Please provide examples of apps and the work you performed on them, including apps related to mental health or behavioral health or healthcare if you have worked on them, and for each give the dates you performed the work and the app's target Android version. D. What kind of experience do you have with implementing native Android apps' compatibility with accessibility features such as TalkBack? Please provide examples of apps and the work you performed on them, including apps related to mental health or behavioral health or healthcare if you have worked on them, and for each give the dates you performed the work and the app's target Android version. E. What kind of experience do you have performing programming work to a provided functional specification? Please provide examples of apps and the work you performed on them, including apps related to mental health or behavioral health or healthcare if you have worked on them, and for each give the dates you performed the work. III. user interface experience A. What kind of experience do you have with creating or modifying user interfaces for native iOS apps? Please describe examples and for each give the dates you performed the work. B. What kind of experience do you have with creating or modifying user interfaces for native Android apps? Please describe examples and for each give the dates you performed the work. C. What kind of experience do you have with wireframing and/or prototyping software? Please describe examples with the software packages you used for each. Please note that your company must actually be able to perform these services.
