Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E224, Bethesda, MD 20852, UNITED STATES. Description The National Institutes of Health (NIH), National Cancer Institute (NCI), Office of the Associate Director, Health Care Delivery Research Program, Division of Cancer Control and Population Sciences (DCCPS) plans to procure on a sole source basis services to determine the efficacy of sigmoidoscopy and colonoscopy in preventing incidence of and deaths from colorectal cancer from University of Washington, Department of Medicine, Division of Gastroenterology, Box 356424, Seattle, WA 98185. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 541990 and the business size standard is $15.0 M. Period of performance is for twelve (12) months. It has been determined that there is no opportunity to acquire green products or services under this contract. By using SEER-Medicare data, NCI would like to conduct a case-control analyses of screening endoscopy and colorectal cancer incidence and death that implement the Ko algorithm in order to define screening exposure. This will complement other ongoing work at NCI which uses an alternative approach to obtain an unbiased estimate of screening efficacy. The two alternative approaches can be tested side-by-side, using a single analytic dataset, to increase efficiency. Ultimately, this work would both provide additional information on whether colonoscopy is effective in preventing morbidity and mortality from right-sided colorectal cancer; it also may have additional applications outside of colorectal cancer screening due to its methodologically innovative method to assign exam indication. This project will use SEER-Medicare data to identify individuals who were diagnosed with or died of colorectal cancer between 1996 and 2011. Retrospective case-control analyses will be conducted to assess the association between sigmoidoscopy and colonoscopy and colorectal cancer incidence and death. Specific attention will be paid to the association between sigmoidoscopy and colonoscopy exposure and colorectal cancer (CRC) outcomes for both left- and right-sided colorectal cancers. Three manuscripts for publication will be products of this work, with focuses as defined below: 1. Ko algorithm to define sigmoidoscopy/colonoscopy screening, CRC incidence outcome; 2. Ko algorithm to define sigmoidoscopy/colonoscopy screening, CRC mortality outcome; 3. Alternate approach to sigmoidoscopy/colonoscopy exposure definition, which considers exams done for all indications but excludes exams done within one year prior to CRC diagnosis, CRC incidence outcome. IN ORDER TO PRODUCE THESE MANUSCRIPTS, THE CONTRACTOR SHALL PROVIDE THE FOLLOWING TASKS: 1. Draft a detailed analytic plan and table shells for the analyses. The analytic plan will include inclusion/exclusion criteria for the cohort, all codes needed to identify all procedures and outcomes, methods to be used and specific outcomes. 2. Review the analytic plan with NCI and its programming Contractor, Information Management Services, Inc. (IMS). IMS will be responsible for the programming work for the project; no SEER-Medicare data will be sent to the Contractor. 3. Revise the analytic plan and table shells per discussions with NCI and IMS. 4. Respond to questions from NCI and IMS throughout the course of the analysis. 5. Participate in regular calls scheduled by NCI to assess the progress of the analysis. 6. Submit drafts of the two manuscripts that use the Ko algorithms to NCI, with relevant staff at IMS and NCI as co-authors. 7. Revise the draft papers, based on comments from co-authors. 8. Submit the final versions of the 2 papers to peer-reviewed journals for publication. 9. Revise and resubmit the 2 papers to peer-reviewed journals as needed, until accepted for publication. 10. Participate in the drafting and revision of the third manuscript.
