Description
COMPLETE THE SACRAMENTO LANDING PIER AND ADD MARINE FUEL STATION, POINT REYES NATIONAL SEASHORE, MARIN COUNTY, CALIFORNIA. The National Park Service at Point Reyes National Seashore has a requirement to complete the Sacramento Landing Pier and add a marine fuel station. The project area is located at Sacramento Landing on the west shore of Tomales Bay, Point Reyes National Seashore, Marin County, California. The Sacramento Landing Pier is used by National Park Service personnel only; the public is prohibited from using the pier. The 257-foot long timber pier, ramp, and timber floating dock were improved in a 2007 project that replaced about 70 percent (%) of the pier and the ramp to the main dock. This project will remove and replace the remaining 30% of pier (about 76 LF) as well as add a new marine fueling system. The project shall consist of the design, furnish, and re-construction of a portion of a timber pier and design, furnish, and installation of a new fueling system at Sacramento Landing. This project shall consist of all pier, fueling system, site, and utility work to make this project complete and ready for use. The project shall be investigated, designed, material provided, installed, and completed with warranties as follows: 1) Remove and replace approximately 76 linear feet (LF) of existing timber pier that was not replaced as part of the 2007 project. The new work will essentially replace a portion of the pier in-kind with similar materials and add guardrails for this project; 2) Investigate and design location of proposed fuel tank to protect from coastal hazards; 3) Design, furnish, and install a new marine fueling system with a 1,00-gallon upland tank that delivers gasoline to the floating dock; 4) Design, furnish, and install electrical service to new fuel tank and provide electrical lighting upgrades at pier; and 5) Close out project including, but not limited to, providing as-built drawings; Operations & Maintenance (O&M) Manual(s); and training for operation of systems. The project range is estimated to be between $250,000 and $500,000. The North American Standard Industrial Classifications System (NAICS) Code for this requirement is 237120, with a corresponding size standard of $36.5 million in annual gross receipts for the past three years. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. Once at the FedConnect home page, click "Search Public Opportunities Only." Next screen, under Search Criteria, change the drop-down menu selection to read "Reference Number," then type in solicitation number P16PS02120 and click "search." Next screen, click the underlined text that is the title of the solicitation, shown as "Sac Landing Pier Design-Build, NPS-PORE." Next screen is the overview screen. On the right-hand side, is the list of documents posted, showing the SF-1442 solicitation form and all attachments. The attachments must be opened individually, and can be downloaded and saved or printed. Besides the SF-1442 solicitation form, there are fifteen (15) attachments, such as Attachment 01 (Bid Schedule), etc. A Site Visit has been scheduled for Wednesday, August 24, 2016 at 9:00a.m. See Section L of the RFP for more information. While not required, attendance at the Site Visit is highly recommended.
