- Attachment 1: Service Category Descriptions and Illustrative Examples Attachment 2: Service Category Matrix This is a Sources Sought notice ONLY. The National Aeronautics and Space Administration (NASA) Ames Research Center (ARC) located at Moffett Field, CA is currently conducting market research and seeking potential capable and reliable small business sources to fulfill Minor Maintenance, Alteration, and Repair Support Services (MMARSS) for NASA - ARC Facility Engineering & Real Property Management Division (Code JC). This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps (www.fbo.gov). Potential Offerors are responsible for monitoring this site for the release of any solicitation or synopsis. North American Industry Classification Codes (NAICS): NAICS 561210, Facilities Support Services, is designated as the NAICS representing the primary purpose of this requirement. The Government intends to award multiple Blanket Purchase Agreements (BPAs) under NAICS 561210, Facilities Support Services, (Small Business Size Standard $38.5M), in accordance with the U. S. Small Business Administration Table of Small Business Size Standards, Endnote 12(b) which states: "NAICS 561210 - "Facilities Support Services" requires the performance of three or more separate activities in the areas of services or specialty trade contractors industries. If services are performed, these service activities must each be in a separate NAICS industry. If the procurement requires the use of specialty trade contractors (plumbing, painting, plastering, carpentry, etc.), all such specialty trade contractors activities are considered a single activity and classified as "Building and Property Specialty Trade Services." Since "Building and Property Specialty Trade Services" is only one activity, two additional activities of separate NAICS industries are required for a procurement to be classified as "Facilities Support Services." Accordingly, the facilities support services relevant to this procurement will encompass the following NAICS: • NAICS 236210, Industrial Building Construction (minor, in nature) • NAICS 562910, Remediation Services • NAICS 238990, Building and Property Specialty Trade Services Background: NASA - ARC currently utilizes multiple BPAs issued to small businesses in various service trades related to minor maintenance, alteration, and repair support services. Contractors are required to provide all labor, supervision, travel, equipment, tools, supplies, and materials necessary to perform the specific maintenance, alteration, or repair BPA Calls. The BPAs were issued as firm-fixed price (FFP) for a five-year period of performance which began on January 1, 2013 and will expire on December 31, 2017. Historical data indicates the magnitude of the total dollar value of all BPA Calls, to date, is between $1,000,000 and $5,000,000. Information Sought/Capability Statement: NASA - ARC intends to issue multiple BPAs for minor maintenance, alteration, and repair support services for general contracting, remediation services, and specialty trades [e.g., painting, flooring, roofing, carpentry, electrical, drywalling, fencing, signage, plumbing, and heating/ventilating/air-conditioning (HVAC)]. To ensure adequate competition within each service category, the Government desires to issue no more than seven (7) BPAs in the general contractor service category, four (4) BPAs in the remediation service category, and four (4) BPAs in each of the specialty trade service categories. Individual BPA Calls will be firm-fixed priced (FFP) and will range in magnitude from a minimum dollar amount exceeding the micro-purchase limit (currently, $3,500) but not exceeding a maximum dollar amount of $25,000 per Call. The Government anticipates the estimated magnitude of the total dollar value of all BPA Calls over the five-year period of performance will be between $1,000,000 and $5,000,000. To ensure adequate service response time and meaningful competitive participation of BPA Calls, the Government is exploring whether it should issue BPAs to general contractors, remediation service contractors, and specialty trade contractors with office locations within the following San Francisco Bay Area counties: Santa Clara, Alameda, Contra Costa, Solano, Napa, Sonoma, Marin, San Francisco, San Mateo, Santa Cruz, San Benito, Monterey, Sacramento, San Joaquin, Stanislaus, and Merced. To determine whether a sufficient number of interested, capable, and reliable small business offerors exist to support a total small business set-aside, NASA - ARC is seeking capability statements from small business vendors, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SDVOSB), and Historically Underutilized Business Zone (HUBZone) businesses. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SDVOSB), or HUBZone business set-aside based on responses received. Additionally, the Government will use this information for the purpose of determining the appropriate number of BPAs to issue to ensure adequate competition exists within each of the service categories. Qualified small business concerns shall be capable of providing all labor, supervision, travel, equipment, tools, supplies, and materials necessary to perform the specific maintenance, alteration, or repair BPA Call in one or more of the service categories listed below. Please reference Attachment 1, Service Category Descriptions and Illustrative Examples, for service category descriptions and illustrative examples of typical work to be performed at NASA - ARC. • Industrial Building Construction (General Contractors, Minor Construction) • Remediation Services • Building and Property Specialty Trade Services o Poured Concrete Foundation and Structure Contractors o Structural Steel and Precast Concrete Contractors o Framing Contractors o Masonry Contractors o Glass and Glazing Contractors o Roofing Contractors o Siding Contractors o Other Foundation, Structure, and Building Exterior Contractors o Electrical Contractors and Other Wiring Installation Contractors o Plumbing, Heating, Ventilation, and Air Conditioning (HVAC) Contractors o Other Building Equipment Contractors o Drywall and Insulation Contractors o Painting and Wall Covering Contractors o Flooring Contractors o Tile and Terrazzo Contractors o Finish Carpentry Contractors o Other Building Finishing Contractors o Site Preparation Contractors o All Other Specialty Trades Contractors Market research efforts are being conducted under FAR Part 10 - Market Research. Additionally, this procurement will be issued in accordance with the Simplified Acquisition Procedures at FAR 13.303 - Blanket Purchase Agreements. Anticipated Period of Performance: The anticipated period of performance for this proposed acquisition will be five (5) years. The period of performance is estimated to begin on January 01, 2018 and estimated to end on December 31, 2022. Response Instructions: Interested qualified small business vendors capable of providing services in one or more of the minor maintenance, alteration, and repair service categories shall submit a Capability Statement and Attachment 2, Service Category Matrix, as follows: 1. Capability Statement : a.) Not to exceed five (5) single-sided pages or less (including all attachments such as brochures, etc.) and using a 12-point font size minimum, that clearly details the ability to perform any and all aspects of the efforts described in Attachment 1, Service Category Descriptions and Illustrative Examples. b.) Please discuss standard commercial pricing for issuing a quote (i.e., price per square foot, price per linear foot, fully-burdened labor rate per hour, etc.) for each area of your company's trade specialization. The purpose for standard commercial pricing is to enable the Government to develop and incorporate official annual price lists for each BPA. c.) Please comment on the Government's plan to geographically restrict this procurement to only small business vendors with office locations within the Bay area counties listed in this Sources Sought notice. (e.g., Is it necessary to geographically restrict the procurement to ensure adequate response times to BPA Calls? Should the geographic restriction be expanded to adjacent states such as Nevada and Oregon and to Southern California counties? Is it economically feasible for contractors outside of the designated Bay area counties to perform minor construction work at NASA-ARC?, etc.) d.) Please provide feedback on the applicable classification codes. Does the selection of NAICS 561210, Facilities Support Services, with a Small Business Size Standard of $38.5M dollars seem appropriate?
