- This notice is a "REQUEST FOR INFORMATION" only. This SOURCES SOUGHT NOTICE is not a request for formal proposals or quotes. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this SOURCES SOUGHT NOTICE must be in writing. The purpose of this SOURCES SOUGHT NOTICE announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses interested and capable of providing the services described below in order to determine if there are 2 or more Service Disabled Veteran Owned Small Business or Veteran Owned Small Business which can compete under a SDVOSB or VOSB set-aside. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Service Disabled Veteran Owned small Business, Veteran-owned small business must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Place of Performance: Work will be performed at the South Texas Veterans Health Care System in which includes San Antonio, TX, Kerrville TX and Victoria, TX. Purpose and Objectives: The intent of this SOURCES SOUGHT NOTICE is to identify potential offerors capable of providing the South Texas Veterans Health Care System pager service and 293 Alphanumeric pagers and 200 Numeric pagers. Scope of Work The Department of Veterans Affairs Region 2 Telecommunication Business Office (TBO) is seeking a vendor to provide a lease of 293 alphanumeric pagers and 200 numeric pagers in a monthly service, which shall include all replacement parts, maintenance, service, labor and technology. Code pager system and code pagers require re 24 hour per day, 7 days per week coverage. Selected vendor must be able to provide service across South Texas Veterans Health Care System; which includes San Antonio, TX, Kerrville TX and Victoria, TX. The system shall provide for complete narrow-band voice digital two way and radio paging communications throughout the facility's building, associated structures/buildings and grounds. It is understood that 100% coverage may not be obtainable. However, it is expected that at least 99.8% coverage will be provided. At minimum, the successful local facility areas of operation shall include, but not be limited to: each ICU, on-call room, emergency room, engineering office and shop, supply warehouse, loading dock, security office, parking area and/or deck, basement, and all above ground floors in each facility. 001.2 The vendor shall fully qualify the outside coverage requirement by a geographic map with the facility i n its center and outline all coverage locations, radiating in a 360 degree pattern to the confines of each facility property line. The map shall indicate areas of primary, secondary, marginal, and out of range operation. 2.3The system shall be capable of providing routine two way and radio paging operation on a first come first served basis from any or all areas selected by an initial page originator, 2.4The system floor and/or office control and interface system (if existing) shall be protected using Facility Engineering Officer (FEO) approved conduit or cable duct (covered and partitioned cable tray can only be used if approved, in writing, by Telecommunications Operations and Management Service. Under no circumstance shall cable open ladders or wire-ways be approved for protecting critical care life safety, emergency, and/or support system cables. 2.5 Facilities shall be provided with three percent spare inventory at no cost. 4.1Maintains a stock of replacement parts for the items 4.2Active component equipment shall consist of solid state components (except for RF amplifiers, which may be electron tubes), be rated for continuous duty service and screw type connectors on barrier strips unless otherwise specified. 4.3Maintain color code distribution wiring to conform to the RF Industry standard, EIA/TJA, and this document, whichever is the more stringent. At a minimum all equipment, · cable duct and/or conduit, enclosures, wiring, terminals, and cables shall be clearly and permanently labeled according to and using the provided as-installed drawings, to facilitate installation and maintenance. 4.4Vendor shall connect the system's primary input AC power to the facilities critical branch of the emergency AC power distribution system at points identified and approved in writing by the FEO. 4.5Provide a backup battery or an uninterrupted power supply for the system to operate and function normally (as if there was no AC power failure) for a minimum of one hour in the event of an AC power failure. It is acceptable to use the telephone system uninterrupted power supply to meet this requirement al the head end location as an alternate solution, as long as this function is specifically approved by the telephone Contractor and technically approved by TOMS-005N2. The vendor shall not make any attachments or connection to the telephone system until specifically directed to in writing by the FEO. 4.6All equipment shall function and operate normally from the furnished power source during input power fluctuations or loss of power for a minimum of 1 hour. 4.7Antenna Site Protection a, Roof and/or Wall Type When an antenna is installed on a facility roof or wall that is accessible from the roof, signs shall be placed on all roof access points that say "Warning, Radio Antenna Radiation Hazard''. The signs shall be professionally prepared, neat and permanent. The roof area where the antenna is installed shall be painted yellow or roped off with yellow marker tape that indicates the approximate area of RF radiation. b. Ground Type: The antenna site shall be protected from accidental intrusion by station personnel or patients. The ground protection design shall be sufficient in scope to secure the entire antenna area by a chain l ink fence and gate with lock and key. Wooden fences are not acceptable. Item 005 System Requirements for the San Antonio VA Hospital 5.1All pager numbers are to carry the following prefix (i.e. 210, 800, 877, and 888) based on availability. 5.2Local paging accessibility shall be throughout the state of Texas. Contractor shall provide coverage maps. Industry-standard nationwide coverage to be provided when requested. Contractor shall provide off-net services, where applicable/necessary. 5.3Contractor shall be reimbursed for lost, stolen, or pagers damaged through negligent use at the contract rate. 5.4Under no circumstances is the Audie VA Medical Center or its pager users to be without service, Vendor must ensure that at no time the VA will be without emergency contact in the event of a paging system outage or outage of automated exchanging system. Vendor must have a backup arrangement or system in place for any interruption of service due to vendor system problems, outages, maintenance, hardware or software upgrades or changes. Item 006 Pricing Sched u le: LEASE includes the following minimum accessories at no additional cost to the Government: oBattery (compatible with pager) - Provided by vendor oHinged belt clip - Provided by vendor oLEASE includes ail additional equipment necessary to provide paging services at no additional cost such as antennas, base repeaters, etc. o** ESTIM ATED QUANTITIES & INVENTORY MANAGEMENT: Monthly y prices are Firm-Fixed Rates and shall remain as quoted, but the quantities shown. are indefinite And may change at the request of the Contracting Officer based upon the needs of the Region 2, VA Health Care Systems. An initial l inventory of Contractor-owned equipment Please note that an Antenna is required only for the Audie L. Murphy VA Hospital in San Antonio, TX location due to limitations of normal outside signals in the Basement. Will be provided at the initiation of this delivery order. The VA shall be responsible for maintaining asset management control while property is located at the facility. Responses should include the following information: Business name, address, business size and Socioeconomic Category Service Disabled Veteran Owned Small Business, Veteran-Owned Small Business and point of contact to include e-mail address and telephone number. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to provide pager service and 293 alphanumeric pagers and 200 numeric pagers. In addition all Service Disabled Veteran Owned Small Business or Veteran Owned Small Business must be registered and certified in Vetbiz www.vip.vetbiz.gov Determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Important information: This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Classification System (NAICS) code for this acquisition is 517210, size standard $1,500 employees. Any Service Disabled Veteran-Owned Small Business or Veteran Owned Small Business offeror capable of providing this service shall notify the Contracting Officer by email by August 19, 2016, 4 PM CST.
