- THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. Introduction: The National Institute of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a non-competitive sole source basis to Qiagen Inc., 27220 Turnberry Lane, Suite 200, Valencia, California 91355-1005 to provide the following: IT SECURITY PROVISIONS AND 508 COMPLIANCE LANGUAGE IS ALREADY OBTAINED THIS IS A RENEWAL Procurement: 1. Product: IPA with Advanced Analytics CL, Product Number: 830076, Quantity: One Each. Background: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Research in the Computational and Statistical Genomics Branch (CSGB) focuses on the development and application of computationally intensive approaches to analyze large-scale genetic and genomic data, with a particular focus on identifying genetic contributions to human disease. CSGB investigators specialize in statistical genetics and genetic epidemiology. These disciplines combine statistics, epidemiology, mathematics, molecular genetics and computer science to identify genetic variants responsible for increased susceptibility to disease and variation of phenotypic traits. CSGB scientists conduct studies aimed at understanding complex genetic diseases and developing new statistical methods and software to analyze data sets emanating from large-scale genetic association and linkage studies. They also use innovative approaches to distinguish genuine genetic influences from random background noise. As computational biologists, they employ comparative genomic approaches to understand the evolution and function of protein families and their ultimate role in human disease. Purpose and Objectives : Researchers use IPA to search for targeted information on genes, proteins, chemicals, and drugs, and build interactive models of their experimental systems. IPA's analysis and search capabilities help them understand the significance of their data in the context of larger systems, backed by the Ingenuity Knowledge Base of biological and chemical Findings. Discoveries made using IPA have been cited in 11,000 peer-reviewed journal articles. In the first six months of 2016, the NHGRI IPA license has been used by 20 researchers to analyze their data. The researchers have logged 200 hours since January, with usage statistics indicating an up-trend in the number of sessions over the past year. Period of Performance: Twelve (12) months from the date of award. Justification: The Ingenuity Pathway Analysis (IPA) is a Web-based bioinformatics tool that allows researchers to analyze, integrate, and understand data derived from high-throughput experiments such as microarray and next generation sequencing. Qiagen Web-Based Tool is essential and key to NHGRI Computational and Statistical Genomics Branch (CSGB) Researchers to analyze their scientific research data. Without continued usage of this web-based bioinformatics tool it could result in significant number of researchers unable to advance their research projects in a timely fashion. The IPA has been designed to meet the needs of biologist and chemists in addition to computationally oriented researchers in NIH/NHGRI. IPA functions across a range of key domains, including transcriptomic, proteomic, and metabolomic data analysis for key drug discovery initiatives such as molecular toxicology and biomarker discovery. Unlike other pathway tools, where this capability is separated among different products, all this functionality is integrated within IPA. This tool also offers a powerful suite of tools that enable users to dynamically grow, expand, or narrow their view of a pathway and create customized and relevant representations of the system. Regulatory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source and is not expected to exceed the simplified acquisition threshold, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is under the SAT of $150,000.00. Statutory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Closing Statement: Industry Classification (NAICS) Code is 541519, Other Computer Related Services and small business size standard is $27.5M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-89 (July 14, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by August 16, 2016 and must reference synopsis number HHS-NIH-NHLBI-CSB-(HG)-2016-210-DM, may be submitted to the National, Heart, Lung and Blood Institute, Office of Acquisition, COAC Services Branch, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20892-7902, Attention: Dorothy Maxwell, Contracting Officer.
