map map map map map map map summary This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number AG-6612-S-15-0002 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73. The associated NAICS code is 238210. This acquisition is for the following item as identified in the Contract Line Item Number (CLIN): SECTION 01 11 00 SUMMARY OF WORK 06/16 PART 1 GENERAL 1.1 WORK COVERED BY CONTRACT DOCUMENTS 1.1.1 Project Description The work includes all necessary labor, equipment and materials to install CAT6A AUGMENTED 10GBASE-T (CAT 6a) uplink runs between the core networking/server infrastructure components already in place and end-point locations in end-users rooms. 1.1.2 Location The work shall be located at the USDA ARS BRL, 1605 Albrecht Boulevard Fargo, North Dakota approximately as indicated. Total Distance: 5143 FT d. Total 48-port Patch Panels in Wire Closet (BRL A104): 2 1.2 Project criteria These Project criteria apply to Base Bid (1.1.3) and all Alternates (1.1.4, 1.1.5, and 1.1.6). The internal network shall be capable of data transfer rates exceeding 1 Gigabit per second (GB/s) between Wire Closet Patch Panel and terminated end point at designated room destination. Each CAT 6a run will be terminated in a properly rated (CAT 6a) patch panel using T-568B termination connections (CAT 6a). Each CAT 6a run will be terminated in properly rated wall jacks using T-568B termination connections. All cabling will be tested and machine labeled at the Wire Closet patch panel (on the front of the physical Patch Panel as well as cable that feeds the Patch Panel, and at the wall jacks. See: LabelRequirements.pdf) No handwritten labels will be allowed. All CAT 6a will be Plenum and runs will be installed according to all applicable local, state and Federal building codes. Install CAT 6a Copper Ethernet cable and terminate. Contractor shall keep the old copper Ethernet lines connected until the new cable is in place and then pull the old abandoned Ethernet cable upon successful testing of new CAT 6a cabling. CAT 6a segments included are indicated on drawing 1 and are listed in detail in BLD5-BLD6_CAT6a_Summary.xlsx (lengths were obtained using AutoCad documents (see attachments as PDF) to scale, and including up/down wall distances from planned Patch Panel location and end point receptacles and linear distance with 10% excess factored in). Must include raceway (wall mount), network jack enclosure box (wall mount) and faceplate on any exposed walls that have solid-core walls. Must include network jack box (flush mount) and faceplate for any hollow-core walls. 1.3 OCCUPANCY OF PREMISES Building(s) will be occupied during performance of work under this Contract. Before work is started, the Contractor shall arrange with the Contracting Officer's Technical Representative a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways. Please provide breakdown of pricing with material and labor cost. Please make sure quotes are valid until 10/31/2016 EVALUATION FACTORS - 52.211-6 -- Brand Name or Equal (1999) - (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. - (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- - (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; - (2) Clearly identify the item by- - (i) Brand name, if any; and - (ii) Make or model number; - (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and - (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. - (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. - (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. - - (End of provision) This is a Buy Best Value acquisition. The Government will award a Purchase Order resulting from this Request for Quotes to the responsible offeror whose quote is conforming to the solicitation and represents the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: EVALUATION FACTORS FOR AWARD 1. Past Performance - Quotes will be evaluated based on the offeor's past performance as provided by the offerors references. 2. Offeror's Technical Solution- The Government will evaluate the performance of the offeror's product for capability and performance. 3. Quality and Reliability- Quotes will be evaluated on the offeror's product for its level of Quality and Reliability. 4. Price- The quoted price is fair and reasonable. NOTE: All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. Factors and sub-factors are prioritized in the following order of importance (i.e. most important first, least important last) for award evaluation 2, 3, 1, 4. The Government will evaluate quotes for award purposes, considering the evaluation factors above, and will award to that offeror whose proposal represents the best value to the Government. Description: Facility Containment Restrictions: Delivery is to the Red River Agriculture Research Center (RRVARC). Contractor employee(s) must adhere to facility safety regulations. RRVARC does not have a loading dock; or a standard fork lift on site for delivery. 52.232-18 Availability of Funds. Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The report must be submitted not later than October 31 of each year during contract performance and at the end of contract performance. The requirement applies both to direct purchases and contracted services, including contracts for design, construction, renovation, or maintenance of a public building. For contracted services, the contractor must provide ENERGY STAR, FEMP qualified, or other energy efficient products. To be eligible for an award, all contractors must be registered in the System for Award Management (SAM). A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov.
