Description

This is a sources sought notice only; it is not a request for quotations. The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan, Puerto Rico is conducting market research to identify potential sources for a contract for Solid Waste (Non-hazardous) Collection Services at the following locations within the VA Caribbean Healthcare System: San Juan VA Medical Center, VA Mayaguez Outpatient Clinic (MOPC) and VA Carolina Warehouse. The awardee shall furnish all labor, supervision, equipment (dumpsters, containers, and compactors), and transportation necessary to provide solid waste (non-hazardous) collection at the specified locations and disposal services to authorized landfills in Puerto Rico. The anticipated period of performance is from October 1, 2016 through September 30, 2017, with four one-year option periods. Routine pick up schedules are anticipated. The applicable NAICS code for this procurement is 562111, Solid Waste collection. The Small Business Size Standard is $38.5 million. Expressions of interest shall be submitted to Maribel Santa, Contracting Officer, by mail at Department of Veterans Affairs VA Admin Building #440 - Suite 456, 10 Casia Street San Juan; PR 00921-3201; by e-mail at Maribel.santadelapaz@va.gov or, facsimile at (787) 641-4368. Responses to this announcement are due on August 15, 2016 at 3:00 p.m., Atlantic Standard Time and shall include: Evidence of local and state permits, company profile and capabilities, contact information, business size and socioeconomic category, such as: Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran- Owned Small Business (VOSB), Women-Owned Small Business, Hubzone Small Business, 8(a) Small Business, etc. SDVOSB and VOSB companies are reminded that in order to qualified for VA set aside acquisitions under the Veterans First Contracting Program, the company must be listed as verified in the Vendor Information Pages (VIP) database at https://www.vipvetbiz.gov Interested parties are reminded that to qualify as a Small Business under any of the above socioeconomic categories, in the event a set aside is done; at least 50% of the cost of personnel for contract performance shall be spent on employees of the small business concern in the appropriate socioeconomic category. Accordingly, vendors shall be prepared to demonstrate how this requirement will be met, as meeting this requirement will be evaluated in determining the successful offeror once a solicitation is issued. Small business concerns should not claim eligibility for any given set-aside if they cannot meet the cost of personnel requirement for that set-aside. This Sources Sought Notice is to assist the VA in identifying an appropriate acquisition strategy only. Therefore, is not to be construed as a commitment by the Government; no contract will be awarded from this announcement. A solicitation package is not available at this time. Once a solicitation is issued, the same will be posted in the Federal Business Opportunities website at: https://www.fbo.gov/ with sufficient time for all interested parties to respond accordingly. Interested parties shall respond to the solicitation in order to be considered for award.
