- RV TURNING TIDE HYDRAULIC RETROFIT The U.S. Geological Survey's (USGS) Research Vessel (R/V) Turning Tide is a 1977 fifty-three foot fiberglass and wood construction Hoquiam Westport with a sixteen foot beam that drafts four feet. The Turning Tide is powered by dual 2005 Cummins 405hp diesel engines that were installed in 2005. The generator onboard is a 1979 110v 8kw Northern Lights Generator. The vessel is equipped with a hydraulic system that powers a stern-mounted capstan, a- frame, and bow-mounted anchor winch. The Turning Tide is a versatile operating platform that is utilized for operations ranging from the deployment and recovery of oceanographic equipment to performing as a highly mobile base of operations while executing a broad range of sampling and support objectives. The Turning Tide is in need of a hydraulic retrofit to support fish trawling objectives for a study that the USGS' California Water Science Center has agreed to support. The main equipment needed are two (2) cranes, a new hydraulic manifold, hydraulic motors, and bow thruster. USGS is contemplating a single, firm-fixed price contract in accordance with the procedures of Federal Acquisition Regulation (FAR) Part 12 (acquisition of commercial items) and Subpart 13.5 (simplified procedures for certain commercial items). The period of performance will not exceed sixty (60) days from the time the vessel is delivered to the yard, which we expect will occur shortly after contract award. The vessel is located on the west coast, in the Sacramento Bay/Delta area. We must be able to sail the vessel to the yard, so only yards on the west coast of the US with water access will be considered. In evaluating proposed prices, we will take into consideration the expected cost to transport the vessel; in other words, if a yard in Seattle and a yard in Alameda proposed the same price, we would consider the Seattle yard to be more expensive. THIS IS NOT A REQUEST FOR QUOTATIONS; THERE IS NO NEED TO RESPOND TO THIS ANNOUNCEMENT. The request for quotations and full specifications will be available not sooner than the week of 22 August 2016. NAICS 336611, ship building and repairing. This action is set-aside for participation by small business concerns and the applicable size standard is 1,250 employees. There is no incumbent contractor.
