Description
Federal Business Opportunities Information Date: 2016 May 11 SOLICITATION NO. W9128F-16-R-0033 On or about 10 Aug 2016, this office will issue Request for Proposals for the construction of the Draft Tube Bulkhead, Fort Peck, MT. The solicitation will close on or about 9 September 2016. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. A site visit date and time will be issued with the advertisement package. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See ‘Obtaining Solicitation Documents' below. _______________________________________________________________________________ Project Description: (Approx. quantities) The work consists of removal/recycling of two (2) existing draft tube bulkheads with lead paint. Contractor shall cut four (4) large (12"x12") coupons from the existing draft tube bulkheads, which shall remain the property of the government. Removal/recycling of one (1) existing draft tube bulkhead lifting beam with lead paint. Fabrication, painting, delivery, installation, and testing of two (2) new structural steel draft tube bulkheads with new seals. Detailed design, fabrication, painting, delivery, installation, and testing of one (1) new draft tube bulkhead lifting beam. Each bulkhead is approximately 20'-6" wide by 13'-2" tall by 2' deep and weighs approximately 10 tons. Existing bulkheads will be removed and new bulkheads will be delivered to the draft-tube deck of Fort Peck Powerhouse No. 2. Access to the site of the draft tube deck will be unusually challenging. Delivery access is blocked by the tailrace water on three sides and by Powerhouse No. 2 on the 4th side. The contractor shall determine the delivery method. Delivery method may include mobile crane, barge mounted crane, sky crane, or other methods to be determined by the contractor The estimated construction cost of this project is between $750,000 and $1,000,000. _______________________________________________________________________________ The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Bonding documents including the power of attorney shall bear an original signature by an officer of the surety. Bidders (Offerors): Please be advised of on-line registration requirement for Representations and Certifications Application (ORCA) is now located in System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/. Representations and certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM.
