Army Contracting Command-Rock Island (ACC-RI) has a requirement for Passive Radio Frequency Identification (pRFID) III hardware, software, documentation, and, incidental services to authorized users worldwide. Incidental services include site surveys, installation, training, warranty, maintenance services, and technical engineering services (TES). This acquisition, named "pRFID III," is a follow-on to the current pRFID II contract expiring 19 December 2016. 2. This requirement is solicited as a full and open competition and any qualified vendor, regardless of size status, may submit a proposal. Services shall be performed in accordance with (IAW) the Performance Work Statement (PWS), which is located in the "Descriptions/Specifications/Work Statement section of this solicitation. The closing date and time are as follows: Closing Date and Time: 2 September 2016, 3 p.m. Central Time. 3. The evaluation of proposals and subsequent source selection for award will be conducted IAW Instructions, Conditions, and Notices to Offerors and Evaluation Factors for Award sections of this solicitation. The Government will evaluate a maximum of one proposal from each Offeror. 4. The Government intends to award one five (5) year decentralized Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The guaranteed minimum dollar value amount of this contract is $25,000.00. The maximum value for the entire procurement is $24,500,000.00. An award under this solicitation in no way obligates the Government to place additional orders beyond the guaranteed minimum amount. 5. A Delivery/Task Order will be issued at time of contract award in the amount of the guaranteed minimum dollar value. A specific list of products/services will be determined prior to contract award. 6. The CLIN structure and all required CLINs for this solicitation is outlined in Attachment 0009 (pRFID III Price Model) of this RFP. Offerors shall enter their Firm Fixed Price information on Attachment 0009 for each CLIN and corresponding ordering period (i.e. Ordering Period 1, and Ordering Period 2). Furthermore, prices must be submitted on a FOB Destination basis and in U.S. dollars. Note that the quantities listed within the PRFID III Price Model are Government estimates for evaluation purposes and do not constitute actual Government requirements. 7. Awards will be made to the Best Value offeror (FAR 15.3 Source Selection) using the criteria established in "Evaluation Factors for Award," section of this RFP. Offerors are reminded to read Evaluation Factors for Award carefully and in its entirety. Offerors are also encouraged to read "Instructions, Conditions, and Notices to Offerors" carefully to ensure that any proposal submitted in response hereto includes all technical, management, past performance, price, and small business information required by the solicitation. Failure to provide the required supporting documentation may result in an Offeror's proposal being rejected. Offerors shall ensure their proposals are fully complete, including all fill-ins and blanks within the solicitation. 8. Special contract requirements are included in this RFP and can be found in Special Contract Requirements. 9. Offerors should note the provision at FAR 52.215-1, Instructions to Offerors Competitive Acquisition. The Government intends to award without discussions with the Offerors. Therefore, Offerors' initial proposals should contain the best terms. The Government does, however, reserve the right to conduct discussions if determined necessary by the Procuring Contracting Officer. 10. Performance of this contract could be Continental United States (CONUS) or Outside the Continental United States (OCONUS); additional clauses required to perform OCONUS shall be added at the task order level. 11. All questions/requests for clarifications (RFC) should be submitted in writing directly to the Contracting Officer and Contract Specialist via email: Amanda Struve, Contracting Officer: amanda.k.struve.civ@mail.mil Tim Volkert, Contract Specialist: timothy.w.volkert.civ@mail.mil All questions/requests for clarifications shall be submitted no later than 17 August, 3 p.m. Central Time. The Government does not guarantee that it will answer any request for clarification received later than this date. RFCs that result in specific information necessary to submit proposals will be provided to all contractors. Therefore, questions/comments shall not be marked with a restrictive legend and shall not include proprietary information. The Government is not obligated to provide responses to all RFCs, but will consider them and incorporate changes into the RFP as deemed necessary. Questions/requests for clarification shall be submitted electronically via email in Microsoft Excel spreadsheet format (Microsoft Office Excel 2007 compatible) and addressed to the Contracting Officer and Contract Specialist. Each question/request for clarification shall be entered in a separate row; the Offeror shall insert additional rows as needed. Use Times New Roman, 12-pitch font. When submitting questions, Offerors shall ensure that their company name appears in the file name. 12. This RFP should NOT be discussed with any Government employee except the Contracting Officer, Ms. Amanda Struve, or Contract Specialist, Mr. Tim Volkert. Failure to adhere to this restriction may be grounds to declare your firm ineligible for consideration of any award resulting from this competitive acquisition. 13. The Acquisition Source Selection Interactive Tool (ASSIST) automated application will be used to manage and document the evaluation of this solicitation. 14. Information regarding this solicitation, including questions and answers, will be posted to Federal Business Opportunities website at www.fbo.gov under solicitation W52P1J-16-R-0139.
