- DESCRIPTION: (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12 and Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is set aside for small businesses only. (ii) The solicitation number is HHS-NIH-NHLBI-CSB-EB-2016-251-CB and the solicitation is issued as a request for quotation (RFQ). Offerors shall submit their quotations no later than 3:00 p.m. Eastern Standard Time (EST) on Thursday August 25, 2016 Eastern Standard Time (EST). Questions are due Monday August 15, 2015 at 12:00 pm Eastern Standard Time (EST). (iii) The solicitation document, the incorporated provisions and clauses are those in the Federal Acquisition Circular 2005-89, effective July 14, 2016. (iv) The associated North American Industry Classification System (NAICS) code for this procurement is 541990 and the small business size standard is $15M. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13. (v) BACKGROUND: The mission of the National Institute of Biomedical Imaging and Bioengineering (NIBIB) is to improve health by leading the development and accelerating the application of biomedical technologies. The Institute is committed to integrating the physical and engineering sciences with the life sciences to advance basic research and medical care. This is achieved through: research and development of new biomedical imaging and bioengineering techniques and devices to fundamentally improve the detection, treatment, and prevention of disease; enhancing existing imaging and bioengineering modalities; supporting related research in the physical and mathematical sciences; encouraging research and development in multidisciplinary areas; supporting studies to assess the effectiveness and outcomes of new biologics, materials, processes, devices, and procedures; developing technologies for early disease detection and assessment of health status; and developing advanced imaging and engineering techniques for conducting biomedical research at multiple scales. The SBIR and STTR programs within the NIBIB serve as the primary pathway for accelerating and translating research, as they foster entrepreneurial efforts to develop and commercialize biomedical technologies. In addition to providing financial support to these entrepreneurs, the NIBIB hopes to bolster the SBIR and STTR programs by offering business training and mentoring resources. PURPOSE: The purpose of this requirement is to help create adequate training materials to support business skill development of entrepreneurs within the NIBIB SBIR and STTR programs. REQUIREMENTS: General Requirements: The Contractor will develop didactic and experiential training materials with a focus on market-driven business plan development. Contractor will present a framework for assessing the personal and professional responsibilities of the entrepreneur in the context of creating realistic financial plans. Contractor will address how SBIR/STTR grant funding can be best leveraged within a company's broader business/financial plan. Deliverables include detailed narrative on practical approaches to building a strong financial plan, as well as templates or other materials to aid in empirical learning. Oral and visual presentation of the material will be recorded for use in the training materials and will require travel to the NIBIB. Specific Requirements: • Preparation of training materials to include PowerPoint slides and form templates • Preparation of a script to be used in narration • Creation of case study questions with multiple choice answers • Record audio/video narration • Prepare course outline with learning objectives Deliverables: 1 Draft of Module #1 and recording session due on or around November 1, 2016 2 Draft of Modules #2 and #3 due on or around January 1, 2017 3 Draft of Modules #4 and #5 due on or around March 1, 2017 4 Final materials and recording session due on or around March 31, 2017 Reporting Requirements: Regular (weekly) email and/or teleconference communication, and infrequent (bimonthly) face-to-face meetings regarding the project. Required Qualifications/Experience: • Expertise across the spectrum of entrepreneurship and business development within the biomedical and technology development fields • At least 2 years of experience at the Executive level • Experience handling intellectual property related issues as a licensor and licensee • Financial related experience working with investors, government, vendors, competitors, customers and employees • Strong understanding of Entrepreneurial Finance Contract Type: Firm-Fixed Price Place of Performance: Work may be performed in NIBIB office space, at off-site locations such as the NIH main campus or at the contractor's place of business. Security Requirements: Documents and media shall be transported in a secure and closed vehicle and maintained in a secure storage cabinet when not being used. At no point shall documents and media be exposed to anyone other than NIBIB staff or the designated contract staff. Electronic data shall be accessed only over Government secure networks based on the Government's specific clearance procedures. Period of Performance: Base Period: September 1, 2016 through October 31, 2016. (2 months) Option Period 1: November 1, 2016 through December 31, 2016 (2 months) Option Period 2: January 1, 2017 through February 28, 2017 (2 months) Option Period 3: March 1, 2017 through April 31, 2017 (2 months) (vii) The provision FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition and is hereby incorporated by reference. (viii) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition and is hereby incorporated by reference. Quotes will be evaluated in accordance with FAR 13.106 using the following factors: Technical, Past Performance and Price. FAR 52.217-5 Evaluation of Options (July 1990) applies to this requirement. (ix) In accordance with FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items, Offerors must complete annual representations and certifications on-line at https://www.sam.gov/portal/public/SAM/. (x) FAR clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xi) FAR clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. (xii) The Defense Priorities and Allocations System (DPAS) and assigned rating does not apply to this acquisition. Offerors shall submit their quotations no later than 3:00 p.m. Eastern Standard Time (EST) on Thursday, August 25, 2016. The quote must reference the RFQ Number: HHS-NIH-NHLBI-CSB-EB-2016-251-CB. All responsible Offerors may submit a proposal, which if timely received, shall be considered by the agency. This acquisition is set-aside for SMALL BUSINESSES. Please submit a resume for the proposed personnel to perform the requested services as well as any relevant to support the technical requirements and past performance of similar projects.
