- AMENDMENT 1: The purpose of this amendment is to provide clarifications. The following questions were asked by an interested vendor regarding this solicitation. 1) The document calls for us to be able to provide either Argos or Iridium (which we can). However, these systems are not priced the same. Is it acceptable to submit two sets of prices? 2) No manufacturer meets the 270 day average drogue life in the SOW. I would propose submitting the data presented by AOML at the most recent Data Buoy Cooperation Panel meeting as evidence of our drogue performance. Please comment if this would be appropriate. The 2 questions above were forwarded to the end user (AOML). Please see below for the corresponding responses. 1) The GDP has transitioned from Argos, and Iridium will now be the primary telecommunications provider moving forward. However, the GDP is requesting the option to purchase either system in the future, as their Iridium contract expires approximately 9/30/2018. Pricing reflecting Argos and pricing reflecting Iridium shall be submitted for each item on each respective line item. 2) The 270 calendar day average drogue life listed in the SOW is the GDP's goal, which they encourage all contractors to strive for and achieve. However, a minimum 200 calendar day average drogue life is expected to be maintained for all orders placed against the resulting BPAs. Based on the the historical GDP database, as well as recent advancements, an average drogue life between 200-270 calendar days is considered by the GDP to be realistic and achievable. A contractor's inability to meet the minimum 200 calendar day average drogue life for all orders placed against the resulting BPAs may affect their ability to receive future orders placed against the resulting BPAs.
