Description
This acquisition is a Prospective (Intended) 100% set aside for Small Business. If Two or more interested Service Disabled Veteran Owned Small Business (SDVOSB) respond, then the solicitation to acquire services described below, shall be 100% Set-aside to SDVOSB. If there are no SDVOSB or VOSB responses, then this requirement will be available to all interested Small Businesses. The NAICS Code is 237310 (Highway, Street, and Bridge Construction) $33.5 size standard. Please note: That this is not a request for quotes or proposals; this is a pre-solicitation notice to inform all interested Small Businesses that the VA National Cemetery Administration, Pacific District as directed by the VA Ft. Snelling National Cemetery, will solicit a Set-Aside proposal. This Request for Proposal (RFP) shall be under No: VA786-16-R-0273. A RFP solicitation is currently not available. The intent of an awarded contract shall be to mill and resurface a section of Kraus Avenue as well as LaBelle Drive at the Fort Snelling National Cemetery BACKGROUND: The VA National Cemeteries are a resting place for our nation's heroes and as such, the standards for management, maintenance and appearance of these cemeteries have been established by the VA National Cemetery Administration (NCA) to reflect this nation's concern and respect for those interred there. NCA mission is to honor veterans with a final resting place and lasting memorials that commemorate their service to our nation. National Cemeteries are National Shrines. The standards of maintenance and appearance at these cemeteries shall reflect this nation's concern for those interred. PROGRAM OBJECTIVES: The purpose of this Pre-solicitation is to obtain a contractor to support the National Cemetery administration. Location of Services: Fort Snelling National Cemetery 7601 34th Avenue South, Minneapolis, Minnesota Phone: (612) 726-9433 Participation in this effort is strictly voluntary. All costs associated with responding to this Presolicition Notice will be solely at the interested respondent's expense. The objective of this Presolicition Notice is to allow industry the opportunity to provide comments to the VA NCA Pacific District. Review of the responses to the Presolicition Notice will focus on the offeror's technical input and clarification of requirements. Presolicition Notice Response Due Date: The VA NCA Pacific District will only entertain written communication; no verbal communions will be accepted. Please submit written information via e-mail to Joseph Mendoza, Contracting Officer, at joseph.mendoza1@va.gov no later than 19 August 2016 4:00 p.m. Pacific time. Presolicition Response Contact: Respondents to this Presolicition Notice shall designate a primary and one alternate point of contact within the company (Name, Address, Email, and Telephone). Clarification of Presolicition Notice Responses: To fully comprehend the information contained within a response to this Presolicition Notice, there may be a need to seek further clarification from those responding. This clarification may be requested in the form of brief verbal communication by telephone; written communication; electronic communication; or a request for a presentation of the response to a specific VA NCA Pacific District group or groups. The VA NCA Pacific District reserves the right to seek additional information from those respondents identified with unique solutions that are determined to be beneficial to the VA NCA Pacific District. Fort Snelling National Cemetery Road Milling and Resurfacing Project No. 894-16-201 Scope of Work Provide all labor, materials, tools, equipment, transportation and supervision to mill and resurface a section of Kraus Avenue as well as LaBelle Drive at the Fort Snelling National Cemetery, Minneapolis, MN. The work includes site investigation to verify all measurements and site conditions before start of the work and the ordering of any materials. All work shall be performed in a professional workmanship like manner. All adjacent disturbed surfaces shall be repaired to the same quality standards of the existing work and shall also match the adjacent areas. Properly remove and dispose all debris from government property. All work must be in accordance with applicable federal, state and local codes and regulations. The contractor shall be responsible for any applicable permits. A pre-bid visit by the bidder is required to get an accurate understanding of the work. All work shall be performed by a licensed full time professional with two or more years of experience in the respective trade. Hours of operation: Work will only be allowed during the weekends. 1)Provide approximately 15,000 SY of cold milling (entire area for both streets) to a depth of 2" of the existing asphalt surface and replace/resurface with 2" of compacted Bituminous Surface/Wear Course (Hot-Mix Asphalt) along Kraus Avenue from Colvill Drive (near 34th Avenue) to LaBelle Drive (approx. 2800 L.F.) and replace/resurface the short section of LaBelle Drive at Post Road Gate (approx. 90 L.F. by 18' wide) with 3" of compacted Bituminous Surface/Wear Course (Hot-Mix Asphalt). The COR will establish the exact limits of operations in the field prior to start of work. Furnish and install Bituminous Tack Coat over the milled surface area. Sweep and clean the milled asphalt pavement of all dirt and debris prior to placement of the tack coat and bituminous overlay. a)The Kraus Avenue road area is a curb and gutter street. Milling operations are to extend from edge of curb to edge of curb (approx. 38' wide, various widths at section of median/circle islands). The compacted bituminous surface shall be placed such that the edge of pavement is 1/4" above the flag of the gutter, except when reversed pitched curb and gutter is present. The short section of Labelle Drive contains no curb and gutter; contractor to follow the edge of the existing road. b)When side streets are encountered during milling operations, the milling machine shall continue straight across the intersection, do not include the side street radius returns into the improvements. c)The milled pavement surface receiving new asphalt pavement shall be cleaned to the satisfaction of the COR prior to commencing to the next operation. The edges of the existing pavement shall be free of all loose and attached dirt and aggregate. d)The bituminous tack coat shall be applied at the rate of 0.10 gallon/square yard to attain a minimum of 0.45 lbs/s.y. of residual asphalt rate. All areas to be paved shall be coated uniformly at the required rate. Any exposed aggregate base encountered after milling operations shall be uniformly level and properly compacted prior to paving (incidental to the contract). e)All excavated asphalt and aggregate materials from the milling headers and excess materials from the patching and paving operations shall be removed from the cemetery property by the contractor at his expense. f)The contractor will be responsible for traffic control and shall obtain, erect, maintain and remove all signs, barricades, flagmen and other traffic control devices as may be necessary for the purpose of regulating, warning or guiding traffic. All traffic control protection will be considered incidental to the cost of the contract. g)Any areas disturb in performance of this contract which may require restoration shall be restored by the contractor and considered incidental to the contract. Areas outside of the construction limits impacted by operations of the contractor shall be returned to the state it was found prior to new construction. h)The route of construction traffic to and from the project site shall be clear of debris at all times as well as the required safety signage and barricades for the safe passage of visitors. Thoroughly clean up the work area at the end of each day's work and at the completion of the project. Leave the premises clean and free of waste, scrap, used equipment or other material intentionally delivered to the site by the contractor or contractor's personnel. 2)Map with site information follows: ?
