Description
This market research is for INFORMATION GATHERING PURPOSES ONLY in order to begin identifying potential sources. 1. Description of Intent: This is a Sources Sought Notice for MARKET RESEARCH PURPOSES ONLY to be used for preliminary acquisition planning purposes. No proposals are being requested and none will be accepted in response to this synopsis. This announcement shall not be construed as a Request for Proposal (RFP) or an obligation on the part of ERDC-CERL to acquire any products or services. ERDC-CERL will solicit and award a Single Award Task Order Contract (SATOC) for Support to the ERDC's Research, Development, and Technology Transfer Activities. The Government proposes to issue an Indefinite Delivery Indefinite Quantity (IDIQ) contract for this requirement with task orders to be issued on a firm fixed-price basis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this market research and sources sought notice is to determine if there are 8(a) program contractors available and capable of performing this services contract. 2. General Information: The US Army Corps of Engineer, Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) is conducting market research to determine the availability of 8(a) small business contractors in providing Information Technology services (NAICS code 541513 with a size standard of $27.5 million) for the research, development and technology transfer of system and products developed and maintained at ERDC-CERL in Champaign, Illinois. The Government's explicit intent, in this sources sought notice (SSN), is to not receive from respondents any proprietary data, trade secrets, business sensitive information, or information considered CONFIDENTIAL under 18 U.S.C. §1905. The Government's constraint does not in any way relieve respondents from their responsibility to properly mark proprietary data when it is provided, in accordance with DFARS 252.227-7013, nor does it alleviate any requirement for the Government to protect marked data. The Government is not obligated to protect unmarked data. Respondents shall ensure that any material and data that is provided is marked appropriately to ensure proper handling of all information. Unless otherwise noted herein, anything submitted in response to this SSN will not be returned to the sender. Respondents will not be notified of the results of this SSN or results of information submitted, nor will the Government respond to telephone or email inquiries. NOTE: The Government is not asking you to develop or provide drawings or develop any technical data in response to this RFI. 3. Background: ERDC has the responsibility for developing and maintaining the capability to assist customers in finding the optimum solution to enhance their facility engineering business processes. As part of this mission, ERDC conducts research, development, testing and evaluation (RDT&E), and integrates, supports, and maintains hardware, software, and databases of centralized information to automate specific business processes. This includes RDT&E documentation and development of specifications, procedures, algorithms, and specialized software related to this mission area. The purpose of this Sources Sought is to identify potential 8(a) Small Businesses that can provide on-site Information Technology (IT) Support Services to support the development, administration and maintenance of current in-house computer applications and web-based solutions as well as support the development, administration and maintenance of the technologies' security program. Typical work under this contract may include but is not limited to: 1) Perform Information Assurance Managerial services for the system security program; 2) Perform Information Assurance technical services for the IA program established for the system developed by the research team; and 3) Perform system administration services for a research and development computing and network system used by the research team to develop, deploy and maintain their products. Task orders will be negotiated to obtain a fair and reasonable price. The total contract capacity will not exceed $4 million, and the ordering period for the contract will not exceed a period of four (4) years. 4. Scope of Capabilities Sought: The scope of the capabilities sought include, but are not limited to: Information Assurance, Network Security, System Administration, implementation and maintenance of security program. Following are examples of critical technical capabilities sought: a) Software maintenance on applications which operate within the Army or DoD computing environment and support functions: - Understanding of Army and DOD security guidelines, policies and regulations including but not limited to DoD 8500 and Army Regulation 25-2. - Experience performing system backups, cleanup, patching, scanning, monitoring, and updates. - Requirements analysis - Continuity of Operations Plan (COOP) - Configuration control - Software analysis and evaluation for the purpose of security/infrastructure assurance. - Design, development, test, and deploy process - Understanding the Defense Information Systems Agency (DISA) environments - Infrastructure/Technology upgrades - Multiple Software Baseline Management b) Valid and up-to-date certifications and thorough understanding of functions to perform as the Information Assurance Manager (IAM) for a DOD system (e.g. CISSP, CAP, Security+). c) Valid and up-to-date certifications and thorough understanding of functions to perform as the Information Assurance Technician (IAT) for a DOD system (e.g. CISSP, SSCP, Security+). d) Valid and up-to-date certifications and thorough understanding of functions to perform as the system administrator for a DOD system (e.g. Network+, Security+). e) Thorough understanding and/or experience developing and updating required documentation to obtain and/or maintain a security accreditation for a DOD system(s). f) Ability to meet required response timeframes established for ERDC-CERL's systems and technologies. These timeframes vary from one (1) hour (24 x 7, 365) to eight (8) hours during business hours depending on the criticality of the system and may require on-site access. 5. Identify current company certifications to perform as the Information Assurance Technician (IAT) for a DOD system. f. Identify current company certifications to perform as the System Administration for a DOD system. g. Has your company performed this type of effort or similar type of effort (to include size and complexity) in the past? h.
