Description

The Fleet Logistics Center Norfolk, Contracting Department, Philadelphia, intends to solicit on a sole source basis with KLC Network Services, Inc. of Herndon, VA to provide the Director Operations and Plans (OPNAV N31) Detachment Raven Rock Mountain Complex an IP Video Teleconference (VTC) system. The VTC system shall be fully compatible with the new ANOC VTC system. In future years the two VTC systems will be incorporated into a Distributed VTC system allowing for greater flexibility and redundancy; therefore, complete interoperability and compatibility between the two systems is required. The Navy intends to solicit for a Firm, Fixed Price type order. This procurement is a sole source acquisition with KLC Network Services, Inc., under the authority of FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The applicable NAICS code for this requirement is 541519. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement no later than 12 August 2016. A determination by the Government not to compete with this proposed order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
