Description
The Government intends to issue a sole source (L-3 Communications Avionics Systems, Inc., CAGE 25583) solicitation on or about 25 August 2016 with a close date of 26 September 2016 for the repair of KC-135 Attitude Indicator. Upon issuance of the solicitation, all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. This notice of intent does not in itself represent the issuing of a formal request for proposal and is not intended to be taken as such. The requirements set forth in this notice are defined per PR FD2030-16-00651 as follows: 1) This is a repair requirement; this repair encompasses the disassembly, cleaning, inspection, maintenance, reassembly, testing, and finishing actions required to return the item to a serviceable condition. This acquisition will be for a one year (12 month) basic with 4 one year (12 months each) option periods. 2) List of applicable CLINs: CLIN 0001: Application: KC-135 Minor Repair of NSN: 6610-01-452-2715 Noun: Attitude Indicator PN: 501-1817-01 Item Dimensions: 9.3250" L x 3.3150" H x 3.3150" W, 5 LBS Material Content: Non-corrosive aluminum alloy with electronic component. Item description and function: Self-contained attitude indicator used to provide pitch and roll information. Best Estimated Quantities: 70 EA Basic Year, 70 EA Option I, 70 EA Option II, 70 EA Option III, 70 EA Option IV Delivery Schedule: 25 EA Every 30 Calendar Days ARO Funded Order or Reparable Assets, Whichever is Later, Until Order is Shipped Complete. Early delivery is acceptable. CLIN 0002: Application: KC-135 Major Repair of NSN: 6610-01-452-2715 Noun: Attitude Indicator PN: 501-1817-01 Item Dimensions: 9.3250" L x 3.3150" H x 3.3150" W, 5 LBS Material Content: Non-corrosive aluminum alloy with electronic component. Item description and function: Self-contained attitude indicator used to provide pitch and roll information. Best Estimated Quantities: 20 EA Basic Year, 20 EA Option I, 20 EA Option II, 20 EA Option III, 20 EA Option IV Delivery Schedule: 20 EA Every 30 Calendar Days ARO Funded Order or Reparable Assets, Whichever is Later, Until Order is Shipped Complete. Early delivery is acceptable. CLIN 0004: Data - Contract Data Requirements List (CDRLs) 1 LO - Not Separately Priced CLIN 0005: Over & Above 1 EA - To be Negotiated 3) The Government is unable to create qualification requirements for this repair effort; therefore, it will be solicited as sole source to L-3 Communications Avionics Systems, Inc. per the sole source authority at FAR 6.302-1. 4) In accordance with FAR 5.207(c)(16)(ii), All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. OMBUDSMAN (AUG 2005) (An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition.) The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
