Description

United States (U.S.) Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Region 5 Telecommunications Business Office VA118-16-N-1538 The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to award a sole source contract to OTT Communication to maintain coverage for Local Exchange Carrier (LEC) services on the VA Manchester Regional Office located at 275 Chestnut Street, Manchester NH. TAC intends to award a sole source, firm-fixed price modification to OTT Communications, pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The period of performance is 12-months. The proposed LEC Services include providing local dial tone service, including trunking services on Primary Rate ISDN (PRI) lines, and DSL 1.5Mbps (standalone). Existing main and DID numbers are to remain the same. Future DID: By submitting an offer, the offeror agrees that it has the capability to reserve a block of consecutively-numbered DID or reserve and maintain existing blocks already under reservation with the current LEC PLDT If current blocks of DID numbers are not available to the offeror, the offeror will be responsible for providing a list of available ranges to the VA for approval, currently being provided at the VA Manchester Regional Offices in Manchester, NH. See specific tasks and deliverables in the attached Service Delivery Point Spreadsheet. This is a request for information (RFI) only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. If capable, please submit a Capabilities Statement, limited to three (3) pages for your company. If your company can provide the all or any of the requested services, please give an estimated transition time. Please also include, evidence your company is registered in FMS to accept Purchase Orders. Please note VA118-16-N-1538 in the subject line of your response. Submittal Instructions: Responses are requested no later than 3:00 PM EST, Friday, August 12, 2016 via email to Michael Frank, Contract Specialist at michael.frank@va.gov. Submit questions in writing, regarding this RFI to michael.frank@va.gov. The Government will try to answer all questions. Those questions and answers will be posted to this site as an attachment.
