Description

The Federal Aviation Administration (FAA) at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma, contemplates the acquisition of asbestos abatement services. The contractor shall furnish the necessary personnel, materials, equipment, tools and supplies to perform emergency, on-call, 24-hour, asbestos management and asbestos and similar contaminant (to include, but not limited to lead, mold, etc.) abatement projects on an œas required basis at the Mike Monroney Aeronautical Center, 6500 South MacArthur Boulevard, Oklahoma City, Oklahoma. It is anticipated that an Indefinite-Delivery/Requirements type contract with firm-fixed-pricing arrangements will be awarded as a result of this solicitation. The contract will consist of one 1-year base period, plus four 1-year option periods. A technical, as well as cost, evaluation will be conducted to make an award decision based on Lowest-Price/Technically Acceptable evaluation. A description of the technical submittal and subsequent evaluation can be found in Sections L and M of the Screening Information Request/Request for Offer (SIR/RFO). This requirement is 100% set-aside for competition among small businesses. The North American Industry Classification System (NAICS) code is 562910, with a small business size standard of $38.5 million. ANY QUESTIONS REGARDING THIS SIR/RFO MUST BE RECEIVED PRIOR TO AUGUST 17, 2016 FOR ANSWERS TO BE PROVIDED BEFORE THE PROPOSALS ARE DUE. Contractors must be registered with the System for Award Management (www.sam.gov) on the date established for receipt of offers, August 30, 2016. Reference AMS Clause 3.3.1-33, paragraph (d), œif the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror. In addition, all contractors shall complete and return the attached Business Declaration Form with their proposals. The form is provided as an attachment to the SIR / RFQ. Electronic offers are authorized for this requirement. Send electronic offers to bill.white@faa.gov. If mailing, technical, as well as cost, proposals must be received by the FAA, Customer Service Desk (AMQ-700), 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169, no later than 2:00 p.m. CST, August 30, 2016. Proposals shall be delivered to Room 313 of the Multi-Purpose Building located at 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Proposals must be sealed and labeled as follows: SIR/RFO No. DTFAAC-16-R-03965; due 2:00 p.m. CST, August 30, 2016. All deliveries; e.g. hand-delivery, overnight, etc., will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. 10:00 a.m. delivery to the MMAC Screening Facility does not guarantee 2:00 p.m. delivery to the AMQ Customer Service Desk. Any responses received after 2:00 p.m. CST, August 30, 2016, will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals of Submittals. If all requested information is not furnished, the vendor's response may be determined ineligible. Potential offerors should note that the FAA reserves the right to communicate with one or more offerors at any time during the SIR process. This SIR is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of proposals. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts.
