Description
NASA/GRC has a requirement for 1 each, C-THERM Thermal Property Analyzer (S10/00408); 1 each, TCi Modified Transient Plance Source Sensor High Resistance and Electronic Sensor Board (S10/00409); 1 each, Max k Module 500 W/mK (S10/00426); 1 each, Tenney Test Chamber Watlow F4 TJR-A-WF4 (S10/00327); and standard product installation, specification check and a familiarization with instrument and software. NASA/GRC intends to purchase the items from SETARAM Inc., Kep Technologies, 216 US Highway 206, Hillsborough, NJ 08844. The C-Therm TCi product line, offers a unique solution for directly measuring thermal conductivity and thermal effusivity of liquids, powders and solids. It is the only thermal property analyzer that can perform fast and accurately without special sample preparations, thus be effectively used in material screening processes often involving a large number of candidate materials for various aerospace applications. Based on development of the modified transient plane source technique, the technology offers dramatic reductions in test times and sample preparation. Acquiring this system will enable validation of the results obtained from other thermal property analyzers available at GRC but that require more time-consuming sample preparation and analyses. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 08/17/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
