- This solicitation is being issued as Request for Quote (RFQ). Written quotes are being requested. This is a combined synopsis/solicitation. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City (EAD-KC), 601 East 12 th Street, Room 1734, Kansas City, MO 64106. The intended acquisition is for a the purchase and installation of a wireless instant notification system for the NOAA Office of the Chief Administrative Officer (OCAO) located in Silver Spring, MD. The requirements for the items are as follows: Wireless Instant Notification Sytem (Qty:1) Minimum Requirements · Modular system architecture, with capacity to leverage email, text messaging, or virtual panic buttons installed within a local area or wide area network. All functionality must be standalone and cannot depend on the implementation of parallel system capabilities. · Capable of transmitting locally recorded voice messages over a radio, telephone, or speaker network. Shall also integrate with existing intranet, email, voice over internet protocol telephone, and cellular telephone networks. · Compatible with both conventional and trunked radio systems. · Compatible with VHF, UHF, 800 MHz, or any other frequency, including digital or encrypted. Specifically, shall be compatible with existing Motorola XPR 6550 and 7550 digital portable radios and associated infrastructure. · Configured to accept input or output from other automated systems, including access control, fire alarms, hard-wired panic buttons, closed circuit television, backup generators, elevators, and automatic external defibrillators. · Radio transmissions shall accommodate up to four distinct radio networks. · Programming capacity for at least 5,000, and up to 10,000, distinct zones, each with unique alarm messaging capability. System shall allow for multiple sensors to be assigned within respective zones. Individual alarms shall be capable of automatic enabling or disabling based on a predefined schedule. · Inclusive of the following wireless sensor types: panic buttons, door contacts, tilt sensors, temperature monitors, motion detectors, flush monitors, pressure mats, trip beams, and magnetic locks. · Additional sensors, messaging alterations, and configuration updates shall be achieved via direct system interface (no software or networking requirements). · System shall include a courtesy hold-off capability to ensure that alarms or notification messages wait for a clear channel before broadcasting via radio. · Programmable messaging intervals and repetition for alarm and notification messages via radio. · Configured to broadcast startup or shut down messaging when the system is armed or disarmed. · System shall be fully supervised to ensure reliability, including low battery indicators and reporting. · Battery backup to ensure system functionality in the event of a power failure. · Virtual panic buttons shall be compatible with Microsoft Windows operating systems so that all computers within a network can potentially transmit panic alarms. · Ability to generate printable reports of alarm activation, which can be downloaded to external media. Shipping and Installation Charges All items under this contract shall be FOB Destination and the place of acceptance is U.S. Department of Commerce/NOAA/ Office of the Chief Administrative Officer (OCAO) located at located at 1305 E-W Hwy, Silver Spring, MD 20910. This is a 100% Set-Aside for Small Business, the associated NAICS code is 334290 with a size standard of 750 employees. This acquisition is being processed under the procedures of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This notice is hereby issued as RFQ No. NAAJL180-16-00423.
