Description
The Naval Special Warfare (NSW) Command, Contracting Department, San Diego CA 92155 intends to award a 100% Small Business Set-Aside, Firm Fixed Price Contract to provide a Primary Driver Course of Instruction (COI) and train NSW personnel on the NSCV, High center of gravity SUV suburban, Low center of gravity sedans, to include right hand drive in standard and automatic transmissions, and left hand drive automatic and standard transmissions. Contractor shall also provide the following: • Training for a five (5) day Primary Driver COI to train up to forty (40) NSW personnel. The COI shall include a minimum of two (2) hours total classroom time, a minimum of two (2) hours total maintenance time, and a minimum of thirty-eight (38) hours total driving time. Contractor shall provide a minimum of eight (8) hours per day of instruction (including classroom), but no more than twelve (12) hours per day. • The course shall include two (2) days of rural off road driving in the NSCV and three (3) days of urban on road in the NSCV. • The course shall incorporate a minimum of three (3) miles of drivable on road terrain, to include constant, increasing and decreasing radius corners, changes of traction surface from asphalt to concrete to asphalt and dirt and gravel road driving at highway speeds. • Instructors shall have experience in urban driving and at least 50% of Instructors shall have verifiable experience with a minimum three (3) years of experience training Special Operations Forces (SOF), Law Enforcement professionals, or equivalent in an urban environment on the vehicle platforms utilized in this COI. NSW Ground Mobility Tactics, Techniques, and Procedures (TTPs) are dynamic in nature, and training must continuously evolve and be refined in order to stay current with the battlefield threat level, and anticipated platform employment and locations. This level of experience ensures that the Contractor is capable of providing a fluid curriculum which is responsive to emergent requirements. • Instructor to student ratio shall be no less than 1:3 during instruction on NSCVs. During the 8-12 hours per day for the duration of the course, instructor's effort shall be solely dedicated to the instruction of NSW personnel. All documentation submitted for verification of contractor personnel qualifications and licenses will be provided to the Contracting Officer during quote submission to allow for review and verification prior to contract award. The period of performance will be as follows: 17 - 21 October 2016 The place of performance shall be conducted at the Contractor facility within 50 miles of Joint Expeditionary Base (JEB) Little Creek, Virginia Beach, VA. The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The North American Industry Classification System (NAICS) code for this acquisition is 611692 - Automobile Driving Schools. The size standard is $7.5 Million Dollars. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the offeror is self-certifying that neither the requestor not the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contrast from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
