Description
Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: Legal Action Center 225 Varick Street New York, NY 10014 Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), Office of the Director, Office of Consumer Affairs (OCA) seeks to assist individuals who work with those exiting the criminal justice system who are in recovery from a behavioral health condition to gain a clear understanding of the state laws that both support and hinder re-entry efforts for these individuals. This effort will identify both favorable laws that facilitate re-entry and those that still impede the conduct of activities of daily living for ex-offenders who are in recovery from a behavioral health condition. It is anticipated that this information is critical to the conduct of peer support services for those who have been involved in the criminal justice system. The expansion of knowledge by peer support coaches, mentors and outreach workers on the state laws and programs that support those who have a history with the criminal justice system and who are in recovery, boosts the probability of sustaining that recovery and curtails the likelihood of recidivism for that target population. This activity will thus educate the peer-support community on the laws that facilitate re-entry and also allow a broader participation in educational, housing and employment programs at both the federal and state levels for those in recovery. Therefore, this activity will also conduct a series of webinar-based trainings tailored to six states within a region on the results of the synthesis of the law findings. This approach will educate recovery peer and field workers on information critical to the conduct of their work and will also provide them with information to educate others in the peer-support community on laws that are still considered a hindrance to the attainment of needed support for those in recovery. Legal Action Center (LAC) has fought for the protected the rights of persons with substance use disorders for over 40 years and continues to lead the way in expanding reentry services to help people succeed when they return home from being incarcerated. The Legal Action Center is the only non-profit law and policy organization in the United States whose sole mission is to fight discrimination against people with histories of addiction, HIV/AIDS, or criminal records, and to advocate for sound public policies in these areas. LAC has a long and comprehensive history of winning the rights to increase coverage for substance use services, including medication-assisted treatment (MAT). LAC fights for access to the full continuum of these services in the community and criminal justice system and to put an end to discrimination against people with histories of addiction at the state and federal levels. LAC's Criminal Justice Project reduces incarceration and promotes successful reentry through legal services and litigation, policy advocacy, technical assistance, and education. LAC has the specific experience we are seeking in that they have conducted in-depth research and compilation of state and federal laws for the benefit of the lay worker helping individuals with criminal histories and conducted webinars based on their findings. This is not a solicitation for competitive proposal. No solicitation document is available.
