FUNDING OPPORTUNITY DESCRIPTION : The Air Force Research Laboratory - Information Directorate (AFRL/RI) is soliciting white papers under this Broad Agency Announcement (BAA) for research, design, development, concept testing, evaluation and experimentation in the area of RF Communications Systems for Command, Control, Communications, and Computers & Intelligence (C4I). Efforts in this area may include technologies and techniques to control, monitor, configure and analyze the RF and spectrum environment. They may also include assessment, instrumentation and configuration and control of experimental systems. As RF and Antenna technologies emerge, new tools will be required to improve the usability, adaptability, and functionality of the Antenna Radiation Pattern and Isolation Measurement Ranges. Areas of interest include but are not limited to: Research and Development, Demonstration, Experimentation and Evaluation Today's battlefield is composed of a diverse set of air and ground platforms with a numerous tactical analog and digital communications systems and sensors. RF systems present unique challenges and trade-offs at various stages of the system development process. A RF Communications system and antenna testbed serves as a common reference for testing adaptive antenna arrays and signal combining algorithms throughout the network stack, as well as complete systems. The goal is to characterize system and antenna performance for various aircraft configurations, to optimize an antenna design or physical placement to achieve specific performance levels, or to validate antenna modeling and simulation software including but not limited to: 1) Antenna radiation pattern and isolation measurements on ground planes, ground vehicles, weapon systems, Electronic pods, and full-size military airframes. - Measure the effects of airframe interactions on aircraft antenna radiation patterns and isolation in a simulated flight environment 2) RF Communications system development and environment evaluations. 3) RF Communications signal waveform development and processing. 4) Test equipment/hardware interface and software development for unique RDT&E purposes. 5) RF Communications network development and evaluations. 6) Measurement methodology and information systems development and evaluation. Demonstration and experimentation must define and develop the scenarios, tools and methodology that will support showcasing and assessing the merits of the capability of current and future DoD RF Communications, electronic warfare, and weapon systems. This effort seeks to utilize far field antenna measurement ranges, anechoic chambers, and RF Communications laboratory facilities to perform Research, Development, Testing and Evaluation (RDT&E) on RF Communications Systems for the Air Force Research Laboratory (AFRL). The RDT&E effort may be conducted at Air Force Research Laboratory (AFRL), Rome Research Site (RRS) facilities located in Rome, and the antenna measurement facilities at Newport Research Facility (NRF) (fighter class) and Stockbridge Research Facility (SRF) (bomber/cargo class), and at other facilities/locations as required. AFRL Newport Research Facility The Newport Measurement Facility is located 30 miles southeast of Rome, NY. The facility is split between two hilltop locations: Irish Hill and Tanner Hill. The hilltops are separated by a distance of 1.5 miles with a 400 foot deep intervening valley. These hilltops, and the facilities on them, have been developed by the Air Force into a state-of-the-art ‘far-field, elevated' outdoor antenna test range. The total facility consists of 78 acres of land with over 24,000 sq. feet of laboratory, office, maintenance, and aircraft modification space. This antenna range is used routinely to measure antenna radiation patterns, antenna-to-antenna isolation, full-up radio frequency system performance and for the development of state-of-the-art antenna measurement technologies. The uniqueness of this facility lies in the techniques, developed by AFRL, for measuring the effects of airframe interactions with aircraft antenna radiation patterns in a simulated flight environment. Interactions include those caused by metallic structures such as external weapons, electronics pods, and fuel tanks. The data obtained is used to: characterize antenna performance for various aircraft configurations, to optimize an antenna design or physical placement to achieve specific performance levels, or to validate antenna modeling and simulation software. The site is open and operational year round and can operate up to the SECRET level. Newport, as part of AFRL/RI, is included in the NTIA Manual of Regulations and Procedures for Federal Radio Frequency Management as an "Experimental Station" with the inherent broad range of frequency authorizations and flexibility. The Newport facility is configured into eight independent measurement ranges. The eight ranges are fully instrumented with signal sources, antenna, amplifiers, receivers, computers, displays, recording systems, fiber optic interfaces, positioner controllers, and high-speed multiplex systems covering the frequency ranges of 50 MHz to 60 GHz. The ranges are typically operated with full-size airframes installed on special heavy-duty, high angular accuracy (+/-.050), 3-axis positioners to accurately simulate all possible flight attitudes. All ranges and both hills are interconnected with a fiber optic network which interfaces the range control centers to range instrumentation as well as to a high-speed link connection to AFRL facilities in Rome, NY. There are many significant beneficial features associated with range testing at Newport. To be specific: data collected at the Newport facility can be done for a fraction of the cost of data collected via flight testing. These tests at Newport are repeatable with a very high level of accuracy which allows for comparative evaluations following system design changes or modifications. Newport is a developmental environment with an emphasis on flexibility. The airframes which are currently available for use at the Newport site include the: A-10, F-16 (A/C), F-15 (A/C,E), F-18 (A/C), F-22, F-35 (CTOL, STOVL, CV) MH 60 SEAHAWK and sections of the B-1B, C-130, and KC-135. Measurements of aircraft antenna radiation patterns are accomplished by illuminating the antennas, mounted on the specified airframe, with a uniform RF field at the frequencies of interest. The airframe is then slowly rotated or tipped as data is continuously collected to produce patterns of amplitude and phase versus azimuth angle or elevation angle. AFRL uses a state-of-the-art FARO laser location system (a 3D measurement system with accuracy of.001 inches at approximately 30 feet) to precisely position antennas on the full-sized airframes. AFRL Stockbridge Research Facility AFRL's Stockbridge facility is a 300 acre site which is home to the Elevation Coverage System (ECS) which can be used for limited far-field antenna measurements. The ECS consists of a very heavy duty turntable (modified FPS-35 pedestal capable of rotating 140,000 pounds) which allows the 360 degree azimuth rotation of installed test vehicles or objects. Located 200 feet from the turntable is a manually controlled probe cart mounted to a 246 foot tower with a 180 foot jib arm which allows the probe cart to be positioned within a 90 degree arc over the pedestal. The site hosts the Microwave/Optical Line of Sight (LOS) Communications Range a 17 mile multi-link between Stockbridge and AFRL RI Rome, NY. This range consists of a 120 ft. walkup tower at Stockbridge and a 90 ft. walkup tower at Rome. Each tower has a temperature controlled equipment shelter with associated fiber optic and communications connectivity into the respective host facilities. Additionally the site hosts a microwave communication link with reach-back to AFRL/RI in Rome, NY and AFRL Newport Research Site located in Newport, NY. AFRL Rome Research Site Facilities AFRL RI Rome location houses two anechoic chambers and associated laboratory space located in Building 3 Suites H7 and H8. They provide a unique electromagnetic environment to conduct RF Communications systems and antenna systems research, development, test and evaluations (RDT&E). The following facilities supplement and support measurement activities at the remote Newport and Stockbridge Research Facilities: • Anechoic Chamber (40 ft. x 32 ft. x 48 ft.) with associated data collection system similar to the system used at Newport. • Anechoic Chamber (12 ft. x 12 ft. x 36 ft.) • Large Laboratory (5628 sq. ft.) for both RF and multi-use purposes. • Calibration area with Network Analyzer. Successful Offerors will be provided access to the AFRL Newport Research Site (Irish Hill and Tanner Hills), AFRL Stockbridge Research Site, and AFRLRI Rome Facilities on a non-interference basis, during normal duty hours. Access will include space for experiments at all three locations. All space and personnel access requirements will be coordinated on a per effort basis. II. AWARD INFORMATION: 1. FUNDING: Total funding for this BAA is approximately $9.9M. The anticipated funding to be obligated under this BAA is broken out by fiscal year as follows: FY16 - $2M FY17 - $2M FY18 - $2M FY19 - $2M FY20 - $1.9M Individual awards will not normally exceed 24 months with dollar amounts normally ranging from $100K to $1M per year. There is also the potential to make awards up to any dollar value. The Government reserves the right to select all, part, or none of the proposals received, subject to the availability of funds. All potential Offerors should be aware that due to unanticipated budget fluctuations, funding in any or all areas may change with little or no notice. 2. FORM. Awards of efforts as a result of this announcement will be in the form of contracts, grants, or cooperative agreements, depending upon the nature of the work proposed. 3. BAA TYPE: This is a two-step open broad agency announcement. This announcement constitutes the only solicitation. As STEP ONE - The Government is only soliciting white papers at this time. DO NOT SUBMIT A FORMAL PROPOSAL. Those white papers found to be consistent with the intent of this BAA may be invited to submit a technical and cost proposal (STEP TWO), see Section VI of this announcement for further details regarding the proposal. APPLICATION AND SUBMISSION INFORMATION: All responses to this announcement must be addressed to the Technical point of contact (POC) listed in SECTION VII. DO NOT send white papers to the Contracting Officer. 1. SUBMISSION DATES AND TIMES: It is recommended that white papers be received by the following dates to maximize the possibility of award: FY16 by 09 October 2015 FY17 by 31 August 2016 FY18 by 31 August 2017 FY19 by 31 August 2018 White papers will be accepted until 2 PM Eastern Time on 27 September 2019, but it is less likely that funding will be available in each respective fiscal year after the dates cited. This BAA will close on 27 September 2019. All offerors submitting white papers will be contacted by the technical POC, referenced in Section VII of this announcement. CONTENT AND FORMAT: Offerors are required to submit 1 copy of a 3 to 5 page white paper summarizing their proposed approach/solution. The purpose of the white paper is to preclude unwarranted effort on the part of an offeror whose proposed work is not of interest to the Government. The white paper will be formatted as follows: a. Section A : Title, Period of Performance, Estimated Cost, Name/Address of Company, Technical and Contracting Points of Contact (phone, fax and email) (this section is NOT included in the page count); b. Section B : Task Objective; and c. Section C : Technical Summary and Proposed Deliverables. All white papers/proposals shall be double spaced with a font no smaller than 12 point. In addition, respondents are requested to provide their Commercial and Government Entity (CAGE) number, their Dun & Bradstreet (D&B) Data Universal Numbering System (DUNS) number, a fax number, an e-mail address, and reference BAA-AFRL-RIK-2015-0018 with their submission. Multiple white papers within the purview of this announcement may be submitted by each offeror. CRITERIA: The following criteria, which are listed in descending order of importance, will be used to determine whether white papers and proposals submitted are consistent with the intent of this BAA and of interest to the Government: a. Overall Scientific and Technical Merit -- The soundness of approach for the development and/or enhancement of the proposed technology b. Related Experience - The extent to which the offeror demonstrates relevant technology and domain knowledge c. Openness, Maturity and Assurance of Solution - The extent to which existing capabilities and standards are leveraged and the relative maturity of the proposed technology, and d. Reasonableness and realism of proposed costs and fees (if any). No further evaluation criteria will be used in selecting white papers/proposals. White papers and proposals submitted will be evaluated as they are received. 2. REVIEW AND SELECTION PROCESS: Only Government employees will evaluate the white papers/proposals for selection. The Air Force Research Laboratory's Information Directorate has contracted for various business and staff support services, some of which require contractors to obtain administrative access to proprietary information submitted by other contractors. Administrative access is defined as "handling or having physical control over information for the sole purpose of accomplishing the administrative functions specified in the administrative support contract, which do not require the review, reading, and comprehension of the content of the information on the part of non-technical professionals assigned to accomplish the specified administrative tasks." These contractors have signed general non-disclosure agreements and organizational conflict of interest statements. The required administrative access will be granted to non-technical professionals. Examples of the administrative tasks performed include: a. Assembling and organizing information for R&D case files; b. Accessing library files for use by government personnel; and c. Handling and administration of proposals, contracts, contract funding and queries. Any objection to administrative access must be in writing to the Contracting Officer and shall include a detailed statement of the basis for the objection. 3. ADEQUATE PRICE COMPETITION: The Government may simultaneously evaluate proposals received under this BAA with a common cutoff date from multiple offerors. In this case, the Government may make award based on adequate price competition, and offerors must be aware that there is a possibility of non-selection due to a proposal of similar but higher-priced technical approach as compared to another offeror. 4. FEDERAL AWARDEE PERFORMANCE AND INTEGRITY INFORMATION SYSTEM (FAPIIS) PUBLIC ACCESS: The Government is required to review and consider any information about the applicant that is in the FAPIIS before making any award in excess of the simplified acquisition threshold (currently $150,000) over the period of performance.
