Description
Single Source Justification DESCRIPTION: NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Air Force Test Center, Contracting-Eglin, Holloman Operating Location (AFTC/PZZC-Holloman) hereby give notice of intent to award a sole source Firm Fixed price contract as implemented by the Federal Acquisition Regulation (FAR 13.106(b)(1)(i), soliciting from a single source to satisfy agency requirements. AFTC/PZZC-Holloman intends to award a single source contract for repair of Locata components. The intended awardee is Locata Corporation; 3651 Lindell Road, Suite D Las Vegas, NV 89103. The proposed acquisition will include the following: CLIN 0001: Repair of the Locatalite (LL#274) Diagnosis: The connector on the RF receiver board has been stressed in use and broke the circuit board. The RF board must be replaced. The RF section of the LocataLite has two boards (RF analog and RF digital). To meet precision timing levels involved in a LocataNet (˂1 nanosecond), the replacement boards must be matched sets. Therefore, both main boards need to be replaced for this repair. Parts and consumables LRRF-rev-1.2 Board (#ASY-010102-6-00) - complete LRDigital - rev-2.1 Board (#ASY-1010106-00) - Complete with firmware Fixed Calibration Charge for LocataLite Service: TimeLoc recalibration to ns factory specification, bench burn-in, and then recalibration followed by network diagnosis and physical retesting in locataNet. These recalibration procedures are mandatory after disassembly, remanufacture and reassembly. CLIN 0002: Repair of the Locata Rover (LR#258) Diagnosis: The connector on the RF receiver board has been stressed in use and broke the circuit board. The RF board must be replaced. The RF section of the LocataLite has two boards (RF analog and RF digital). To meet precision timing levels involved in a LocataNet (˂1 nanosecond), the replacement boards must be matched sets. Therefore, both main boards need to be replaced for this repair. Locata Corporation is the only known source that meets the Government's requirement due to their technical expertise and qualifications. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contracting Officer within 3 days of this publication. Those interested firms must indication whether they are a large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. This is not a request for competitive proposals and no solicitation will be provided for this requirement. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. An AFTC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
