- Synopsis: Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. Network Contracting Office (NCO) 2, the Department of Veterans Affairs is currently conducting a market survey for qualified firms capable of "replacing boiler gas meters" in accordance with the below Statement of work for the VA Lyons campus, NJ. The contractor shall provide all necessary labor, equipment, tools, material, parts needed to accomplish the task. The North American Industry Classification Systems (NAICS) is 238220. Responses to this notice must be submitting in writing (email) and must be received not later than 08/16/2016 at 11 am. Email: Phillip.kang@va.gov No telephone inquiries will be accepted. Interested parties MUST provide company/individual name, a capability statement, DUNS number and address, point of contact and social-economic. Interested parties who do not submit the above information on or before the response due date and time will not be considered for this procurement. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 238220. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Statement of Work This project is located at the boiler plant in the Dept. of VA NJHCS of Lyons, NJ. The project will include but not be limited to removing two existing gas meters and supplying and installing two new Sierra Instruments Boilertrak Mass Flow Meters (or equal) Optimized for Natural Gas on Boilers # 2 and # 5.Contractor will also be required to install probe, new spool piece, and power supply as required per each boiler. These are the technical specifications for the (2) new Sierra Instruments Boilertrak Mass Flow Meters Optimized for Natural Gas: THE FOLLOWING or (equal) WILL BE INCLUDED FOR EACH BOILER: 1.SIERRA INSTRUMENTS BOILERTRAK INSERTION MASS FLOW METER OPTIMIZED FOR NATURAL GAS. 15-18 VDC INPUT POWER WITH A 3/8-INCH IN DIAMETER PROBE. INCLUDES "SMART ELECTRONICS" WITH PC CONFIGURATION SOFTWARE, CALIBRATED TEMPERATURES UP TO 100F AND PRESSURES UP TO 30 PSIG (2.1 BARG) REAL GAS CALIBRATION AND 120 PSIG (8.3 BARG) CORRELATION. 200 M/SEC RESPONSE. CE APPROVED. 4-20 MA AND 0-5 VDC LINEAR OUTPUT. 2.6 INCH PROBE LENGTH COMPRESSION FITTING FOR 3/8-INCH PROBE FEED THROUGH BY X 1/2-INCH MALE NPT INCLUDING WELDOLET. 1/2-INCH FEMALE NPT. WELDS TO PIPE SPECIFY PIPE O.D. NEMA 4X ENCLOSURE MOUNTED DIRECTLY ON PROBE. 4-20MA, LINEAR OUTPUTS DIGITAL DISPLAY. 2 X 12 DIGIT, BACKLIT, LCD DISPLAY INDICATES FLOW RATE AND TOTALIZED MASS IN ENGINEERING UNITS. SIMPLIFIES CONFIGURATION SETTINGS AND PROVIDES SYSTEM STATUS INFORMATION METHANE (NATURAL GAS) CORRELATION Contractor will also be required to check for leaks, repair leaks if necessary and confirm both meters are operating properly and in calibration. Existing meters shall be removed and salvaged back to the VA. Contractor is to remove all debris from job site and dispose off-site. All work will comply with VA, Federal, State, County and ASME Codes and be completed in a professional manner. All equipment and materials will be warranted for a period of 1 year upon full completion and acceptance of work. Contractor will be required to comply with OSHA safety standards including lock-out tag-out and will be limited to work between the hours of 8:00 AM until 4:30 PM.
