BACKGROUND: VBA is responsible for ensuring that Service members, Veterans, families and survivors are aware of and know how to access the benefits and services they have earned through targeted outreach including attendance at community and National events. The Under Secretary for Benefits has directed that VBA ensure a prominent presence at three large outreach conferences: 1.National Guard Association of the United States (NGAUS) September 12-19-2016, Baltimore Convention Center, 1 W. Pratt St. Baltimore, MD; 2.Association of the United States Army (AUSA) October 3-5-2016, Walter E. Washington Convention Center, Washington, DC. 3. Enlisted Association of the National Guard, August 21-24-2016, Hilton Riverside, 2 Poydras St. New Orleans, LA In the essence of fairness, time, and IAW VAAR 819.7005 VA Service Disabled Veteran Owned Small Business set aside procedures, this notice is seeking quotes is IAW to help quickly fulfill a current VBA requirement: Department of Veterans Affairs (VA) Veterans Benefits Administration (VBA) is seeking a vendor, for TRADESHOW SERVICES, IAW SOW for three outreach events using the VBA's 10' x 20' booth in support of VA Strategic Goal 1: Empower Veterans to Improve Their Well-being. To be eligible for award SDVOSBs have to be registered and verified through VIP data base at www.Vetbiz.gov, as well as, have the ability to meet and fulfill these requirements within the timeline. See attached SOW and attachments for all pertinent requirements and quote submission information. (There are two attachments: Training Instructions and a VA 10/20 exhibit image, inserted/embedded on page 6 of 9 below). STATEMENT OF WORK 1.0INTRODUCTION The Department of Veterans Affairs (VA) Veterans Benefits Administration (VBA) is seeking TRADESHOW SERVICES IAW this SOW, to attend three large outreach events using the VBA 10' x 20' booth in support of VA Strategic Goal 1: Empower Veterans to Improve Their Well-being. Enlisted Association of the National Guard, August 21-24-2016, Hilton Riverside, 2 Poydras St. New Orleans, LA 2.0SCOPE This procurement is for trade show services to enable VBA to attend three large outreach events and use our 10' x 20' outreach booth. All venues are Union venues and therefore use of Union labor is required for set up and dismantling. The contractor shall provide all trade show services to accomplish the work and produce the deliverables necessary in the most cost effective manner to ensure a successful event, within the requirements of the venues. 3.0PERFORMANCE DETAILS 3.1Period of Performance: The period of performance is award date through two weeks after the last event or when the last invoice is submitted but not to exceed four weeks from end of last event. No option years. 3.2Place of Performance: Work will begin and end at: 6th floor, 1722 Eye St, NW, Washington, DC with first event at Hilton Riverside, New Orleans, LA, August 21-24, 2016, (includes set up and break down) then Baltimore Convention Center, September 12-19 and final event at Water E. Washington Convention Center, Washington, DC October 3-5, 2016 4.0TYPE OF CONTRACT 5.1 This is to be a firm fixed priced Task Order. 5.0SPECIFIC TASKS AND DELIVERABLES 6.1 General Requirements 5.1.1 Ensure that any and all discounts are included. This includes prompt payment discounts 5.1.2 All deliverables will be verified before actual implementation and be completed before stated early/advance deadlines as outlined in exhibitor/trade show guides for each event 6.2.1 Whenever the contractor completes a task on behalf of VBA they will promptly invoice 6.2.2For all services completed a copy of all bills of lading, completed order forms etc. will be submitted with invoices to Government 6.2.3Labor for booth set up and dismantling will only be paid at straight time unless the venue requires set up or dismantle afterhours or weekend. Labor will be priced at a not to exceed and invoiced for actual cost 6.2.4Contractor selected will have recent direct experience with both venues 6.3Specific Mandatory Task and Associated Deliverables Description of task and associated deliverables- The contractor shall provide the specific deliverables described below within the performance period stated in Section 4.1 of PWS 6.3.1Task One: Review, complete and submit all documentation for all events (New Orleans, Baltimore and DC) ensuring early deadlines are met so that the best rates are obtained. This includes electrical (two 20 amps) and venue approved, standard 10 x 20 carpet (gray or blue, note: color will be provided at time of ordering) with padding. Additional costs will not be needed and will not be covered to include: internet, booth cleaning, furniture, accessories, porter, and graphics. 6.3.1.1 Deliverable One: Complete and pay for all required services for both events by early deadlines. 6.3.2. Task Two: The contractor shall provide shipping prep to include inventory of 10 x 20 booth cases and other trade show materials including pamphlets, placement on pallets, securing contents for loading, labeling and shipping to New Orleans, LA by venue deadline without incurring storage costs. After event, inventory, inspect and hold for next scheduled venue with final delivery to Government when all events are completed. Master List of Booth Cases Custom 2 Level Tables with graphics - 3 panel cases (26"w x 11"d x 56"h) Upper section with graphics and lights - 2 panel cases (26"w x 11"d x 56"h) Lower section with literature racks, graphics and lights- 3 panel cases (26"w x 11"d x 56"h) Director Chairs - 5 director chair cases (25"w x 42"h x 10"d) Burst Displays with lights - 2 burst cases (40"h x 29"w x 18"d) + Approx. 8-10 cases of brochures and other show items 6.3.2.1 Deliverable Two: Complete all shipping prep and ship booth to New Orleans, LA by venue deadline. 6.3.3 Task Three: On site work, New Orleans, LA venue- Targeted move in and move out. Using Union labor, avoiding overtime/premium pay rates except when set up or break down times are only during afterhours or weekends, set up 10 X 20 booth (photo and set up instructions attached) including lighting. Ensuring that cases are secured until end of event, retrieve, dismantle and shipping prep and return shipping to DC. Includes material handling/drayage. 6.3.3.1 Deliverable Three: Full execution of booth set up and dismantling, using Union labor, and return shipping. Inspect and inventory booth prior to shipping. Hold booth for MD venue at no additional cost. 6.3.4 Task Four: Shipping to and on site work for Baltimore, MD. venue. Targeted move in and move out. Using Union labor, avoiding overtime/premium pay rates except when set up or break down times are only during afterhours or weekends, set up 10 X 20 booth (photo and set up instructions attached) including lighting. Ensuring that cases are secured until end of event, retrieve, dismantle and shipping prep and return shipping to hold without incurring storage costs. Includes material handing/drayage. 6.3.4.1 Deliverable Four Full execution of booth set up and dismantling, using Union labor, and return shipping. Inspect and inventory booth prior to shipping Hold booth for DC venue. 6.3.5 Task Five: Shipping to and on site work for Washington D.C. venue. Targeted move in and move out. Using Union labor, avoiding overtime/premium pay rates except when set up or break down times are only during afterhours or weekends, set up 10 X 20 booth (photo and set up instructions attached) including lighting. Ensuring that cases are secured until end of event, retrieve, dismantle and shipping prep and return shipping to 1722 Eye St, NW, Washington DC. Includes material handing/drayage. 6.3.5.1 Deliverable Five Full execution of booth set up and dismantling, using Union labor, and return shipping. Inspect and inventory booth prior to shipping and final return to 1722 Eye St, NW, Washington DC. 6.4Schedule of Deliverables: Submission of deliverable one will begin as soon as awarded to ensure early/advance pricing - the first deadline for the first venue, but subject to change depending on award date. 6.5IT Requirements: The Certificate and Accreditation requirements do not apply and Security Accreditation Package is not required. There will be no access to VA systems by the Contractor. "Factor 1: Technical Capability: Vendor to submit a brief, no more than 3 pages, capability statement explaining how your company can meet our requirements, specifically each task and deliverable, in accordance with Statement of Work. "Factor 2: Related Experience The vendor personnel are expected to comply with all venue requirements, including Union labor with associated liability insurance. The vendor will submit a no more than 2 page narrative describing past 12 months relevant experience to similar work at venues like- Hilton Riverside, New Orleans, LA, Baltimore Convention Center, Baltimore, MD and the Walter E. Washington Convention Center, Washington, DC "Factor 3: Past Performance The offeror shall submit two verifiable references for directly relevant work performed within the past three years. Past performance will be rated as either "acceptable" or "not acceptable". Quotes that receive a past performance rating of "Unacceptable" will not be considered for award. "Factor 4: Price
