Solicitation: W912LA-16-Q-7004 Description: Corrosion Control and Painting of Static Display F-4 Phantom Aircraft Closing Date: Friday, 19 August 2016, 2:00p Pacific Time NAICS: 238990, All Other Specialty Trade Contractors HEADQUARTERS, CALIFORNIA AIR NATIONAL GUARD CAMP SAN LUIS OBISPO, SAN LUIS OBISPO COUNTY, CALIFORNIA This Request for Information (RFI)/Sources Sought solicitation is being issued in accordance with Federal Acquisition Regulation (FAR) Part 10, Market Research. Its sole purpose is to provide information for planning and market research purposes only and shall not be construed as either a solicitation or obligation on the part of the California Air National Guard (CA ANG). The purpose of this RFI is to help the CA ANG understand industry best-practices, technical solutions, and sources capable of meeting the requirements detailed by this solicitation. The CA ANG welcomes responses from all interested parties; however, no decision or award of contract will be made on the basis of responses from industry. The CA ANG will not pay for the preparation of responses or the subsequent use of any information submitted in response to this RFI. Respondents will not be notified of the outcome of the CA ANG's review of the information received. Additionally, the CA ANG does not intend to hold discussions concerning this RFI with any interested parties, but reserves the right to contact vendors if additional information is required for clarifications as it pertains to the RFI. The CA ANG intends to contract for the repair and repainting of a static display F-4 Phantom Aircraft at Camp San Luis Obispo, CA. To that end, the CA ANG seeks to verify that its requirement is commercially available, gather any questions/comments about the CA ANG's requirement, and to gather information about sources able to meet those requirements. SOURCES SOUGHT: Determine the availability and capability of qualified SMALL BUSINESS CONCERNS (i.e. 8(a), HUBZone, SDVOSB, WOSB, etc.) to provide commercial aircraft corrosion repair and painting services. The NAICS code for this requirement is anticipated to be 238990, All other Specialty Trade Contractors with an SBA small business size standard of $15,000,000. Technical Requirements: 1. All existing markings must be accurately and faithfully recreated prior to completion of services. 2. Aircraft surfaces, wheel wells, empennage drain holes, and other openings must be thoroughly cleaned. 3. Contractor will be required to properly remove and dispose of all paint to minimize dust and material from entering storm drains and surrounding vegetation. 4. Contractor shall be responsible for treating or removing all corrosion prior to preparing surfaces to be painted. This may require fabrication or repair of existing sheet metal. 5. All surfaces not being painted will be properly masked, covered, or otherwise protected to prevent overspray. 6. Contractor shall ensure proper adhesion of paint and decals. 7. Surface of the aircraft must be smooth, uniform and free of blisters, cracks, loosely adherent particles, nodules, or powdery deposits; there will be no visible primer, overspray, roughness, dirt inclusions, etc. 8. Contractor shall be responsible for adhering to all applicable occupational health and environmental protection requirements. Instructions: Interested parties should submit all the following information, along with other documentation, in order to help the CA ANG better understand available solutions. * Provide details of safety considerations and mitigations when performing this type of work. * Provide a suggested paint or other material that would be appropriate for protecting a static display aircraft. Material must resist chipping, sun bleaching, and other environmental factors; please detail product warranties. * Detail your methods for applying paint (i.e., spray vs. roll-on, indoor vs. outdoor). * Provide a suggested means or methods for documenting existing markings in order to reproduce them upon completion of the work. * Detail your methods for removing paint and controlling of paint dust to include a list of proposed chemicals or abrasives. * Please provide details of standard warranty provisions for workmanship when accomplishing this type of work. * Detail information required from the CA ANG to successfully reproduce color schemes, fonts, decals, images, etc. on the static display aircraft. * Provide any acquisition vehicles that are available to procure these services and that would make the acquisition process more efficient (GSA, GWACs, etc.). * Detail any information that would be helpful in determining the level-of-effort for accomplishing these services. * Describe any support that must be provided by the Government. * Provide publicly available pricing information, price lists, price strategies, discount strategies, etc. Please ensure that you explain pricing model(s) (i.e., job-based or hourly). * Provide a list of where same/similar services have been performed. Provide point of contact, telephone number, contract number, period of performance, organization supported, an indication whether you were the prime or subcontractor, contract value, and a brief description of how the contract referenced relates to the technical requirements described herein. * Provide any unique technical skills and relevant certifications held by your company and/or staff which demonstrates capability to perform these services. Responses: Responses to this notice should be limited to ten (10) pages, excluding marketing literature and/or technical data sheets. Additionally, your response should include the information below. * Company name, mailing address, email address, telephone and fax numbers, website address (if available). * DUNS number, CAGE code, Tax Identification Number, and company structure (i.e., corporation, LLC, partnership, joint venture, etc.). * Name, telephone number, and email address of a point-of-contact with the authority and knowledge to clarify responses with Government representatives. * Any questions concerning the CA ANG's requirement for Corrosion Control and Painting of Static Display F-4 Phantom Aircraft. * Any omissions from the requirements information that are needed to satisfy the Government's need; such as what services may be required in subsequent years. * Description of any Small Business program status (i.e., 8(a), HUBZone, SDVOSB, WOSB, etc.) that your firm may hold. * Confirmation that your firm is registered with the System for Award Management (www.sam.gov). * Acknowledgement that all invoicing must be submitted through Wide Area Workflow (https://wawf.eb.mil).
