United States (U.S.) Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Region 5 Telecommunications Business Office VA118-16-N-1560 The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, is seeking vendors that can maintain coverage for Local Exchange Carrier (LEC) services on the VA Region 5 Department of Veterans Affairs Regional Offices. This will be a firm fixed price contract. The period of performance is 12-months. The proposed contract is for the continuation of telecommunications voice and data services currently being provided at the following locations: "Huntington VARO 640 4th Street Huntington, WV 25571 See specific tasks and deliverables in the attached draft Product Description (PD) and Service Delivery Point Spreadsheet. This is a request for information (RFI) only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. If capable, please submit a Capabilities Statement, limited to five (5) pages for your company. Indicate your socioeconomic group, NAICS code, and if you are a scheduled contract holder. If your company can provide all or any of the requested services, please give an estimated transition time. Please note VA118-16-N-1560 in the subject line of your response. Please confirm if you are vendorized in the VA FMS system to accept Purchase Orders and submit evidence of that. Submittal Instructions: Responses are requested no later than 3:00 PM EST, August 17, 2016 via email to Keiahna Brewer, Contract Specialist at Keiahna.Brewer@va.gov. Submit questions in writing, regarding this RFI to Keiahna.Brewer@va.gov. The Government will try to answer all questions. Those questions and answers will be posted to this site as an attachment. 1.REQUIREMENTS: This is an acquisition for Local Exchange Carrier (LEC) for the Department of Veterans Affairs Regional Offices and satellite sites for a period of one year. The Contractor shall provide LEC Services to include local dial tone service, including trunking services on Integrated Services Digital Network (ISDN) Primary Rate Interface (PRI) lines, analog trunks (direct business lines) for Off-Premise Exchange (OPX), and Direct Inward Dial (DID) services, equivalent to those currently utilized through the existing Local Exchange Carrier, with the addition of Caller ID. Existing main and DID numbers are to remain the same. If current blocks of DID numbers are not available the Contractor shall provide a block of consecutively-numbered DID to the VA for approval. The table below documents the Lumos LEC requirements for this consolidated contract. The table includes locations, current account number, contract service start date, and contract service duration.
