- United States (U.S.) Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Region 5 Telecommunications Business Office VA118-16-N-1559 The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, is seeking vendors that can provide Local Exchange Carrier (LEC) services. The period of performance is 12-months. The proposed contract is for the continuation of telecommunications voice and data services: 7 POTS lines with voicemail, call waiting, and call forwarding and one DSL internet voice service currently being provided at the VA Vocational Rehabilitation and Employment Office 200 North Main Street, Room 310 Mt. Pleasant, MI 48858. See specific tasks and deliverables in the attached draft Product Description (PD) and Service Delivery Point Spreadsheet. This is a request for information (RFI) only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. If capable, please submit a Capabilities Statement, limited to five pages for your company. If your company can provide all or any of the requested services, please give an estimated transition time. Please note VA118-16-N-1559 in the subject line of your response. Submit questions in writing, regarding this RFI to Keiahna.Brewer@va.gov. The Government will try to answer all questions. Those questions and answers will be posted to this site as an attachment. ? PRODUCT DESCRIPTION 1.REQUIREMENTS: This is an acquisition for Local Exchange Carrier (LEC) and Internet Service Provider (ISP) services for the Department of Veterans Affairs Regional Offices and satellite sites for a period not to exceed one year. LEC Services include providing local dial tone service, including trunking services on Primary Rate ISDN (PRI) lines, industry standard T-1, analog trunks (direct business lines) for off-premise phones (OPX), and Direct Inward Dial (DID) services, equivalent to those currently utilized through the existing Local Exchange Carrier, with the addition of Caller ID. Existing main and DID numbers are to remain the same. Future DID: By submitting an offer, the offeror agrees that it has the capability to reserve a block of consecutively-numbered DID or reserve and maintain existing blocks already under reservation with the current LEC (Winn Telecom Service). If current blocks of DID numbers are not available to the offeror, the offeror will be responsible for providing a list of available ranges to the VA for approval. All VA sensitive information shall be protected at all times in accordance with local security field office System Security Plans (SSP's) and Authority to Operate (ATO)'s for all systems/LAN's accessed while performing the tasks detailed in this Product Description. 7.SPECIAL CONSIDERATIONS: In order to ensure uninterrupted service to our nation's veterans, the contractor shall ensure that local and 800 exchange phone numbers remain the same for all accounts identified above during the period of performance of this contract.
