- ITO BNJ BOM SOW This is a TOTAL SMALL BUSINESS SET ASIDE BRAND NAME combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotes (RFQ) under GSA requirement number ID40160058. Simplified Acquisition Procedures will be used for this acquisition in accordance with FAR Part 13.501. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69 effective September 03, 2013. Offeror shall submit a quote response in accordance with the instructions set forth in this document. Failure to comply with any and/or all of the instructions set forth in this document may result in the offer's quote not being considered. Offerors shall submit exceptions to any of the terms and conditions of this RFQ along with their quote for the GSA Contracting Officer to review. Failure to submit any exceptions will be considered concurrence. REQUIREMENT This requirement is for the purchase of audio visual equipment, installation and training to provide an Audio/Visual technical refresh for the Main Conference Room (MCR) located at the JTFN Headquarters in Fort Bliss, TX. See separately attached Bill of Materials (BOM) and Scope of Work (SOW) for full product, installation and training details. This requirement is for NEW EQUIPMENT only. No remanufactured, refurbished, or "gray market" items will be accepted. All items shall include the manufacture's standard warranty. If an offeror is a reseller or distributor of the required items, current-dated documentation to support reseller authority or certification shall be provided at the time of quote. Any items that have been acquired by the offeror from un-authorized channels, GSA reserves the right to return the items for a full refund. DELIVERY DATE/PERIOD OF PERFORMANCE Delivery shall take place no later than thirty (30) days After Receipt of Order (ARO) with installation of equipment to begin after commodity items are received at Fort Bliss. Training on equipment begins after installation is complete. Warranty of new equipment will continue for 12 months ARO. However the Government is requesting delivery ASAP, if possible at no additional cost. Offerors should include on their quote the proposed delivery schedule with estimated number of days ARO that delivery can be expected. QUOTE SUBMISSION All quotes shall be submitted via GSA's electronic acquisition portal, AAS Business Systems Portal (AASBS Portal), formerly IT-Solutions Shop (ITSS), [web address: https://portal.fas.gsa.gov ]. RFQ ID in ITSS is ID40160058. Failure to submit a quote via AASBS Portal by the closing date and time shall result in exclusion from consideration. AASBS Portal/ITSS has been integrated to allow RFQs to be published in GSA e-Buy through a feature called "e-Buy Connect". Through e-Buy Connect, all e-Buy registered contractors under the above identified GSA RFQ Number can view/quote on AASBS Portal/ITSS RFQs and their e-Buy quotes are automatically imported back into AASBS Portal/ITSS provided that an offeror is registered in both systems. AASBS Portal/ITSS requires that the individual and company registered in GSA e-Buy be an exact match to the individual and company registered in GSA AASBS Portal/ITSS. Offerors that submit a quote in e-Buy but fail to properly register in AASBS Portal/ITSS will result in an "Unregistered Vendor Quote". An award cannot be made to an "Unregistered Vendor Quote" and will be considered failure to submit a quote via AASBS Portal and shall result in exclusion from consideration. Offerors shall quote per specifications in the Bill of Materials (BOM) and Scope of Work (SOW) Offeror must also complete and submit a signed copy of the FAR and DFARS provisions in full text below on company letterhead with their response. (See Attachment A for full provisions that need to be completed). Quote shall be valid for a minimum of 60 calendar days after submission.
