- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS The U.S. Army Corps of Engineers, Mobile District intends to negotiate a sole source acquisition for subject Quality Assurance (QA) and Training Support with Seabrook Solutions, LLC, 7800 Madison Blvd, Suite 507, Huntsville, AL 35806 under the statutory authority permitting other than full and open competition in 10 U.S.C. 2304(c)(5) as implemented by Federal Acquisition Regulation (FAR) 6.302-5(b) (7), Sole Source Awards under the WOSB Program. The Contractor will be required to provide all labor, supervision, subcontracts, materials, equipment, travel, plant and all other things necessary to authenticate data collection, accuracy and entry processes and procedures associated with SMS Builder assessments. The majority of the work will be located in the continental United States; however, some work may be located in areas assigned to Mobile District OCONUS locations. The Contractor will be responsible for acquiring any and all security/local accesses for their employees and subcontractors required by the various military and government installations. The North American Industry Classification System (NAICS) for this requirement will be 541690 and the size standard is $15M. All sources that believe they are eligible to provide the aforementioned services, must respond in writing. Response must be supported with clear and convincing evidence to clearly articulate the ability to provide the above services. A request for documentation will not be considered an affirmative response. Information received will be considered solely for the purpose of determining where a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects 15 days after publication of this notice, the purchase will be awarded without further remark. Interested concerns must identify their capability in writing no later than 2:00pm central time, August 26, 2016.
